SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

About the mission

SI has been working in Syria since 2012, and is today operating in North East Syria (NES) and North West Syria (NWS)

The NES programs provide an integrated assistance in the WASH, NFI, Shelter, FSL sectors to displaced populations and host communities affected by the conflict.

The NWS programs provide WASH and NFI/Winterization support to affected populations.

In NES and NWS, the lifesaving activities are:

  • Wash – emergency package in IDPs settlements,
  • Distribution of NFIs and cash for vulnerable populations,

General objective:

The Logistics Coordinator steers a mission’s logistical activities in order to ensure that Solidarités International in-country programs run smoothly.

  • He/she implements Solidarités International mission procedures and logistical tools and ensures that they are properly used and adhered to.
  • He/she participates in defining Solidarités International’s mission strategy, in drawing up projects and in assessing the resources needed for Solidarités International activities.
  • He/she is the point of reference for the mission and serves as the link between headquarters and the mission for all matters relating to logistics.

The main challenges:

Syria Mission as being one of the biggest missions in SI, has been operating in NES, in NWS and now in Iraq.

The operations’ sizes vary from one field offices to the other one but then again taking into account the complexity, in all field offices there is a strong need for support and coordination.

The few issues and specific challenges can be summarized as follow:

  • Coordination of multiple teams: Effective coordination of logistics teams in the field offices, ensuring they are aligned with the overall Mission objectives.
  • Cross Boarder operations: Operating in areas that span multiple countries with different regulations, customs procedures and political sensitivities adds complexity to logistics operations.
  • Security concerns: One of the biggest challenges in the countries we are operating with volatile security situations, is to ensure the safety of our logistics operations.
  • Remote management: Communication becomes more complex when managing a large operation remotely. This requires a great level of communication skills.
  • Supply Chain Disruptions: Ongoing conflict and political instability can disrupt supply chains, leading to shortages of essential goods and services.
  • Logistics Coordinators must anticipate and mitigate these disruptions by diversifying supply sources, prepositioning stocks, and implementing contingency plans.

Priorities for the 2/3 first months:

  • Getting know the mission and its operations
  • Getting know the teams in the field
  • Familiarize with SI tools and procedures
  • Supporting the field teams, capacity building.

Responsibilities and main activities:

  • Fleet (Vehicles and Thermal equipment) management
  • Technical Equipment Management
  • Management of communications systems and telecommunications
  • Management and monitoring of IT assets
  • Purchasing Management
  • Inventory and stock Management
  • Management of shipments and deliveries

Support the Country Director, Deputy Country Director Support, the field coordinators and base managers on the following tasks:

  • Implementation and monitoring of safety procedures
  • Management and supervision of human resources
  • Strategy / Reporting / capitalization / budget follow up

A salaried position:
According to experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 785.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

  • Individual, comfortable room in the guesthouse, with electricity 24/7.
  • Internet and Phone network available
  • Restaurants and international food are available

Living conditions in Amman – Jordan are very good with an easy access to a wide range of restaurants, cafes…

Security risks are very low, and restrictions are very limited.

However, when going on the field bases, living conditions are more basic, with fewer opportunities for socialization, as well as some individual movements’ restrictions. Security levels vary according to the different geographical locations and changes of context.
