Education in Syria has been significantly impacted by the ongoing crisis since 2011, which has led to widespread disruption of educational services and infrastructure. The crisis has resulted in the destruction of schools, displacement of students and teachers, and significant challenges in accessing education. The Türkiye-Syria earthquakes in February 2023 had a devasting impact on the Syrian population and for children in particular.

Despite the contextual challenges, local and international organizations continue working to provide educational opportunities through formal schools, non-formal learning centers, and strengthening multiple pathways to ensure that children and young adults can continue their education in the midst of the protracted crisis. The Global Partnership for Education (GPE) has been actively investing in Syria to address the significant educational challenges. The GPE’s investments aim to rebuild the education system, ensure safe learning environments, and provide quality education to all children, including those in the most vulnerable communities.

Ensuring the prioritization of the development of a Whole of Syria (WOS) Compact, with GPE support, will provide an opportunity to sustain the coordination efforts between humanitarian, development and stabilization actors and be endorsed by the full EDF membership. The EDF was founded by the WoS Education Cluster and the Donor Partners Group (DPG), and through facilitation of the Education Cannot Wait (ECW) and GPE Secretariats. The purpose of the EDF was to bring together all international efforts to strengthen education inside Syria, ensuring improved collaboration, coherence, and effectiveness across the humanitarian, stabilization, and development responses (continuum) and addressing strategic policy and technical education issues. 

The Compact document will further strengthen coordination and ensure prioritization of education financing to be mobilized in the short-medium-term in light of upcoming programmes to be funded by GPE along with other Development Partners

How can you make a difference? 

Provide technical support in the completion of the Initial Requirement Screening Template against GPE required questions. This will include technical advice and leadership through remote participation in meetings and technical discussion along with desk-review analysis of available documents.

Provide technical leadership and coordination in the development of the Compact Document working closely with the GPE Partnership Compact Working Group. This includes the drafting of the Compact document with inputs provided by relevant counterparts along with the preparation of necessary support documents, PowerPoint presentations and analysis of education data including financial analysis.

To qualify as an advocate for every child you will have… 

  • Masters or PhD  in social sciences, public policy, education policy and/or international development policy or any other related field.
  • At least 10 years of relevant experience in education sector planning and policy formulation.
  • Sufficient consultancy experience in undertaking education sector related research and development of compacts, preferably in developing countries including in the area of education in crisis and conflict.
  • Experience in development of policy level documents, including related to financial analysis and costing.
  • Experience in organizing and conducting national consultations and policy dialogue.
  • Prior UNICEF and GPE compact development experience will be considered as an asset.
  • Good understanding of the Syria education context.   
  • Excellent writing, communication, and presentation skills with stakeholders.
  • Ability to work under pressure and commitment to work to tight timeframe.
  • Fluency in English is required. Fluency in Arabic will be considered as an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
