Position description
The Syria Policy & Advocacy Senior Officer works under the direct management of HI Syria Director of Programme (DP), and the support of the Regional Advocacy&Comms Advisor. She/he will also have close links with the HI Institute on Humanitarian Action and the Advocacy and Institutional Relations team (AIR). She/he contributes to the design, implementation and follow-up of HI policy and advocacy strategies related to the Syria crises on national, regional and international levels.
Responsibility:
Strategy and steering:
- Organise participatory processes to develop the strategy and action plan, on the basis of the programme document, and clearly set out the roles and responsibilities of the different partners involved, including HI;
- Continuously monitor and share update on the political and policy environment in the countries part of the programme, and relevant to the advocacy strategy;
- Together with partners, carry out and constantly update a stakeholder mapping and power analysis to identify key advocacy targets and allies;
- Continuously monitor policy developments and the debate at national/regional/international levels in the programme sector of focus, to gather any useful information for the project/ thematic advocacy.
Operational implementation:
- Implement activities and develop the project/ thematic advocacy tools, as per the action plan, in collaboration with relevant partners:
- Lead or contribute to the preparation of advocacy tools, in collaboration with the partners and internal stakeholders, in compliance with HI advocacy quality standards and procedures relating to advocacy;
- Evaluate, mobilise and organise the internal and external resources needed for advocacy activities;
- Represent the programme in relevant national/regional advocacy networks and other coordination bodies, as agreed by the DP;
- Support partners to build or reinforce their links with relevant national, regional and international networks;
- In collaboration with relevant HI HQ and programme specialists and the federal Advocacy and Institutional Relations (AIR) team, identify opportunities for creating a local-global advocacy dynamic when relevant, including opportunities to facilitate the participation of partners in regional and international advocacy spaces.
- Deliver training and coaching for the project/ thematic partners and HI team on advocacy:
- Identify the training and coaching needs relating to advocacy of partners and HI teams involved in the preparation and implementation of the advocacy strategy, and elaborate training plans, possibly in collaboration with the inclusive governance technical specialist, when relevant;
- Develop and deliver specific training tools adapted to the identified needs for the project/thematic advocacy, notably using HI advocacy toolbox;
- Keep track of the training experience.
- Contribute to support or to implement the programme’s emergency preparedness actions, and, in case of emergency, adapt her/his way of working to contribute to an efficient humanitarian response from HI.
Standards and expertise:
- Comply with HI quality standards and internal procedures relating to advocacy;
- Report any issues with compliance to the line manager;
- Provide advocacy-related inputs into internal processes as requested;
- Liaise with the AIR team when relevant.
CHARACTERISTICS OF THE POSITION:
The position is based in Amman, Jordan, which is a safe and easy environment to live and work. That said, the position requests some travel on regular basis to the various intervention areas such as in North-West Syria, in North-East Syria, in Lebanon, in the Syrian government-controlled area (Damascus).
Qualifications
- Degree in International Law (IHL, IHRL, Human Rights, Refugee Law etc.), International relations, political science or equivalent degree;
- 5 years-experience including 3 in emergency settings (field experience);
- Experience crafting and delivering policy, advocacy work responding to complex humanitarian crises;
- Experience in networking and in active participation to conference/forum, including at high level;
- Excellent analytical, presentation, communication and representation skills;
- Fluency in English (written and spoken) is essential, with demonstrated exceptionally strong writing skills;
- Middle East regional experience and Arabic language skills preferred.
