UNICEF’s Global Shared Services Centre (GSSC) in Budapest, Hungary provides services to UNICEF offices globally in the areas of Finance, Human Resources, Payroll and Business Information and Technology. To improve global efficiencies in recruitment, UNICEF Global Shared Services Centre Operations Section is also setting up a new Recruitment Administration Services (RAS) unit and is seeking a Human Resources Assistants (GS5).

UNICEF is seeking candidates to support the HR Administration and HR Payroll & Offboarding Sections as Human Resources Assistants at the GS-5 level in the Global Shared Services Centre in Budapest, Hungary.

The Sections deliver high quality, responsive, timely and equitable human resources services for UNICEF offices which include onboarding, staff entitlements, benefits, separation and other administration support. Key functions, accountabilities and related duties/tasks for HR Assistants:

  • Monitor staff personnel records and perform necessary administrative actions on contractual status, entitlements, benefits and allowances
  • Maintain staff records and profiles updated in SAP-HR system
  • Draft and manage correspondence to follow up on staff contractual status and request recommendations
  • Maintain and update electronic reporting system for Human Resources processes and status changes
  • Be responsible for understanding changes in policy procedures
  • Ensure appropriate action is taken in accordance with relevant policy changes
  • Prepare and initiate major Human Resources documents

Minimum requirements:

  • Education:
  • Completion of secondary education (high school diploma) is required.
  • For candidates without university degree, five years progressively responsible Human Resources working experience is required.
  • Work Experience:
  • at least 5 years of relevant work experience in Human Resources or related field is required for candidates without university degree.
  • Minimum 3 years of relevant work experience in Human Resources or related field is required for candidates with completed bachelor’s degree. A relevant master’s degree may replace an additional two years.
  • Excellent time management skills, attention to details and ability to plan and prioritize.
  • Customer-oriented with strong administrative and organizational skills.
  • Effective interpersonal skills with proficient written and verbal communication skills.
  • Working knowledge of the Microsoft Suite products (MS Word, MS Excel, and MS PowerPoint).
  • Language Requirements:
  • Fluency in English (verbal and written) is required.

Desirables:

  • Developing country work experience and/or familiarity with emergency.
  • Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish), particularly French anshaerd Spanish, is an asset.
  • Work experience in shared service centre context is an asset.
  • Experience in working in enterprise resource planning system, especially in SAP.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Appointments may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.

As per Article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.

Government employees who are considered for employment with UNICEF are normally required to resign from their government positions before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason. 

UNICEF does not charge a processing fee at any stage of its recruitment, selection, and hiring processes (i.e., application stage, interview stage, validation stage, or appointment and training). UNICEF will not ask for applicants’ bank account information.

In this role, you will collaborate with colleagues across multiple locations. For effective collaboration, we encourage flexible working hours that accommodate different time zones while prioritizing staff wellbeing.

UNICEF shall not facilitate the issuance of a visa and working authorization for candidates under consideration for positions at the national officer and general service category.
