The Talent Management Specialist will engage in collaborative work relations and maintain diverse contacts across various levels within ICAO. This position necessitates regular interaction with cross-functional teams to ensure the seamless integration of new talent management initiative. The incumbent will work closely with HR team, managers, and staff to organize training sessions and support them in talent management efforts, fostering a culture of continuous improvement and engagement. The incumbent also maintains contacts with the counterparts in the other UN organizations for researches in the area of talent management. Under the guidance and direct supervision of the Human Resources Specialist (Talent and Organization Development), the Talent Management Specialist provides vital support to the implementation of key strategic projects and initiatives under the People First strategy, which includes talent mobility, succession planning, strategic workforce planning, and other HR initiatives.

This position is for a project of limited duration. The initial period of the contract is 11 months, with the possibility of an extension subject to the continuation of the project and availability of funding.
Duties and Responsibilities
THE ORGANIZATIONAL SETTING The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security, and environmental protection. ICAO is transforming its Secretariat into a more adaptive and collaborative organization demonstrating operational excellence. By 2027 the Organization will have fully embedded a results-driven and people-focused culture and way of working. We will have a more transparent, accountable, efficient, and values-guided culture and, in collaboration with key partners and other stakeholders, we will be increasingly more innovative and agile. As part of ICAO’s Transformation Objectives, the Human Resources Branch (HR) within the Bureau of Administration and Services spearheads strategic projects and initiatives for People and Culture transformation. This is achieved through the initiation of the People First strategy, which serves as the cornerstone for a new HR and reshaping people and cultural transformations. The strategy aims to support key initiatives related to People Growth, Organizational Effectiveness, and the Employee Experience. These initiatives will enhance organizational agility, foster a positive culture, and elevate employee engagement. MAJOR DUTIES AND RESPONSIBILITIES Function 1 (incl. Expected results) Talent Mobility: support the research, design and implementation of the talent mobility framework and platform achieving results such as: • Assist in revising mobility-related policies to ensure compliance with organizational objectives. • Contribute to the development of a new Mobility Framework, collaborating with cross-functional teams to design a comprehensive and efficient system. • Support the HR team in revising policies and practices that align with the new Mobility Framework, ensuring seamless integration into existing HR processes. • Assist in conducting a feasibility study, evaluating different approaches to implement the Talent Marketplace effectively. • Support the obtention of necessary licenses and approvals for the Talent Marketplace, liaising with relevant vendors as required. • Collaborate with the HR team to organize guidance sessions and training programmes for employees and managers to ensure smooth adoption and utilization of the Talent Marketplace. • Support the implementation of a comprehensive succession planning framework, including the identification of critical roles and the talent review process. Function 2 (incl. Expected results) Strategic Workforce Planning: support the development and implementation of a new strategic workforce planning framework and platform aligning with the organizational objectives, achieving results such as: • Assist in implementing a modern strategic workforce planning system, including the obtention of necessary licenses and customization of the system to meet specific organizational needs. • Support in developing an integrated workforce planning tool, providing valuable insights for data-driven decision-making and strategic talent acquisition. • Provide ongoing support for the workforce planning system, ensuring its smooth operation and addressing any issues or improvements. • Facilitate training sessions on the new workforce planning process, empowering employees and managers to utilize the system effectively and optimize workforce strategies. • Contribute to the development of people analytics capability, enhancing the Organization’s ability to make informed decisions based on data-driven insights. Function 3 (incl. Expected results) Awards and Recognition: support the development and implementation of a new Awards and Recognition (A&R) Framework, ensuring it aligns with organizational values and objectives, achieving results such as: • Assist in the development of a new awards and recognition framework. • Support the transition from the most recent Staff Award Programme to the new comprehensive A&R Programme. • Assist in the selection and training of a new A&R Committee members, comprising dedicated individuals committed to promoting a culture of recognition within the Organization. • Support the customization and seamless integration of the new award and recognition platform with the existing ICAO system, enhancing its accessibility and user-friendliness for employees. • Assist in the successful launch of the new comprehensive A&R Programme, including communication efforts and training sessions to ensure employees understand and embrace the new system. Function 4 (incl. Expected results) Performs other related duties, as assigned.
Qualifications/special skills
Education: Essential An advanced-level university degree (Master’s Degree or academic equivalent) in Human Resources, Industrial Relations, Business Administration or in a related field. Desirable Certification(s) in talent management or organizational development (e.g., ATD, CIPD). Professional experience Essential • A minimum of five (5) years of relevant working experience in human resources management (HRM). • Experience in implementing end-to-end HR projects. • Experience in talent management and mobility programmes. Desirable • Experience in awards and recognition programme and/or workforce planning. COMPETENCIES : Professionalism: Good understanding of organization design principles and change management practices. Analytical and problem-solving skills, with the ability to translate data into actionable insights. Good knowledge of trends and issues related to talent, strategic workforce planning, mobility, as well as awards and recognition. Conceptual analytical and evaluative skills to conduct independent research and analysis. Experience in project management, preferably in the area of Human Resources. Ability to work independently and take initiative to follow-up with colleagues in ICAO and counterparts in other UN organizations. Ability to multi-task and prioritize a variety of work demands and schedules. Meticulous and detail-oriented with the ability to focus on finite figures, tables, statistics and documents to ensure accuracy as well as compliance with editorial requirements. Languages
Essential Fluent reading, writing, and speaking abilities in English is required. Desirable A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).

Consultants will be held to the highest ethical standards and are required to sign a Code of Conduct and an individual declaration of independence (or statement of confidentiality) upon acceptance of the assignment. Please note that the daily rate for Band C varies from CAD $ 402 to $ 578.
