The Climate, Environment and Resilience Portfolio (CER) projects have common overarching goal to support the Government of Armenia to advance planning and implementation of its climate change mitigation and adaptation measures. 

The project on “Resilience from the Start” funded by the Government of Serbia emerges from lessons learnt of UNDP crisis response and long-established partnerships with humanitarian and development actors, including national and sub-national authorities, UN Agencies, formal and non-formal actors strongly relying on the national and local institutional capacities and humanitarian coordination mechanisms. 

Sustainable service delivery in host communities is essential for reducing dependency on humanitarian assistance and building self-sufficiency. Unmitigated climate change and loss of vital community assets in the aftermaths of conflict escalations deprive many of the host communities of their essential resources, such as land and water. This undermines the resilience and food security of agriculture-dependent households among host and refugee populations.

The proposed intervention addresses the needs of host communities and refugees in Armenia and proposes a set of durable solutions to support innovative service delivery model at the local level and deployment of proven water and energy solutions with lasting effect. Alongside with an extensive humanitarian assistance, support measures should incorporate resilience building from the start, inevitably focusing on integration within host communities. The project will reach its objectives inter alia through achievement on the following objectives: “Strengthening Livelihoods of Host Communities and Refugees through Improved Access to Irrigation” (Components 2) and “Introducing Green Energy Solutions for Host Communities and Refugees” (Component 3). 

Duties and Responsibilities

Under guidance and direct supervision of the CER Portfolio Analyst, the Task Analyst will be responsible for implementation, development, monitoring of activities, managing financial delivery and ensuring results as per the project work plan for Project Component 2 (“Strengthening Livelihoods of Host Communities and Refugees through Improved Access to Irrigation”) and Component 3 (“Introducing Green Energy Solutions for Host Communities and Refugees”). All work of the Task Analyst will be carried out in line with the Project Document and in full compliance with the UNDP Rules and Regulations.

The daily responsibilities of the Task Analyst will include, but will not be limited to:

  • Providing content-wise and administrative support to implementation of the Project Components 2 and 3; assuming primary responsibility for the daily management of both organizational and substantive matters, including planning, implementation and reporting; monitoring financial performance of the Project’s Component 2 and 3 according to the project budget;
  • Preparing and, as needed, updating detailed annual work plan for the Project Components 2 and 3;
  • Contributing to the preparation of the regular project reporting on the financial and operational status of the project related to the Project Components 2 and 3; contributing, as needed, to the project budget revisions related to the Project Components 2 and 3;  create and maintain comprehensive project documentation, perform risk management;
  • Managing financial delivery and ensuring achievement of the results as per the Project work plan related to the Project Components 2 and 3;
  • Preparing Terms of References for national consultants and subcontractors related to the Project Components 2 and 3 in line with relevant national and UNDP procedures;
  • Assisting in coordination of the work of the national consultants and subcontractors and oversee its compliance with the agreed work plan;
  • Liaising with Project various partners, including national institutions, governmental agencies and other stakeholders, including for dissemination of information relevant to the Project Components 2 and 3;
  • Ensuring, wherever possible, links of the Project Components 2 and 3 activities with other relevant donor-assisted projects/programs in Armenia;
  • Undertaking any other actions relevant to the Project Components 2 and 3 as requested by the Climate, Environment and Resilience Portfolio Analyst;
  • Identify and synthesize best practices and lessons learned that are directly linked to the implementation of the Project Components 2 and 3;
  • Prepare and deliver presentations, briefing materials, talking points, contributions to corporate materials etc;

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Task Analyst will work under direct supervision of the UNDP CO Climate, Environment and Resilience (CER) Portfolio Analyst.

Required Skills and Experience

Education:
  • Master’s degree in Natural Sciences, Environment, Economics, Business Administration or other related fields is required, OR;
  • Bachelor’s degree in the areas mentioned above in combination with 2 additional years of qualifying experience will be given due consideration in lieu of Master’s degree.
Experience:
  • Applicants with a Master’s degree in a relevant field of study are not required to have professional work experience.
  • Applicants with a Bachelor’s degree are required to have a minimum of two (2) years of relevant professional experience in project implementation and management.

Required Skills:

  • Experience in design, planning and implementation of projects, preferably in the environmental sector is an asset;
  • Hands-on experience in design, monitoring and evaluation of development projects is an asset.
  • Good knowledge of the context of climate change risks in Armenia, mitigation and adaptation sphere, and other related projects.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management system

Desired Skills:

  • Proven knowledge of communication tools, excellent writing skills, track record with producing high quality research/analytical reports and papers
  • Ability to work independently and to participate effectively in a team-based information sharing
  • Strong interpersonal, communication and analytical skills.

Required Languages:

  • Fluency in Armenian and English is required.
  • Knowledge of Russian is an asset.
