Under the direct supervision and guidance of the Unit Head, GHR and working closely with colleagues in other GHR teams in the Global Service Centre, the Department of Human Resources and Talent Management (HRT) in Headquarters Geneva, Staff Health and Wellbeing Services (SHW), other counterparts in HQ or Regional Offices, the position provides administrative support Human Resources Services primarily in the areas of contract management and administration of entitlements, across the Organization and has the responsibility for ensuring compliance with the Service Level Agreements (SLAs) and Special Operating Procedures (SOPs) to ensure efficient management of a team to achieve the programme objective of the Unit and Department. The team lead will liaise with counterparts across the Organization in Headquarters, Regionals and Country Offices as well as with established partnerships in other UN agencies, Donor institutions, counterparts in WHO Collaborating Centres and other stakeholders.  

Duties:-

  • Develops and proposes innovative solutions and strategies for implementation through collaboration with HQ, Regional and Country Offices and provides advice in developing further efficient service delivery for the target communities. Manages the subunit area of work in delivering its objectives through efficient managing a team of technical staff, to optimize the programme’s deliverables in line with the mandate of the Organization.
  • Develops and monitors work plans and budgets for the team’s activities and follow up on the implementation of planned activities.
  • Analyses data and information on best practices in implementing sustainable public health programmes and disseminates information.
  • Manages research activities where appropriate or required and the implementation of the subunit’s activities and dissemination of information for capacity building within the respective area of work.
  • Conducts monitoring and evaluation of the specific field of work and conducts timely reporting for decision makers.
  • Provides technical guidance and works closely with counterparts in technical departments across the Organization and liaises with counterparts in partner UN Agencies and other stakeholders to harmonize recommendations on policies and strategies related to entitlement administration and related areas of responsibility.
  • Upon delegation represent WHO at various meetings.
  • Perform all other related duties as assigned.

Specific duties:-

  • Support the Unit Head in setting and monitoring objectives and priorities for the team and prioritize the work of the team to ensure timely response to clients and the implementation of salaries, allowances and benefits for all staff members.
  • Review, revise and/or develop processes, workflows, checklists and operating procedures in collaboration with colleagues in GHR to ensure that service standards are achieved or exceeded; keep track of metrics; and review, certify and issue documents establishing contractual entitlements and obligations.
  • Ensure consistency and encourage best practice in the implementation of HR policies, relying on continuous improvement, simplification and automation of processes; and provide guidance and advice to staff and managers on the interpretation of staff rules and regulations, HR policies, the application of HR entitlements and conditions of service, liaising with the supervisor and Department of Human Resources & Talent Management (HRT) in Headquarters when required.
  • Lead the development, implementation and maintenance of guidelines and processes to identify, measure, monitor, mitigate, and report operational risks in GHR; and lead innovation, propose the introduction of, and amendments to Staff Rules, WHO Manual provisions and implementation guidelines, and draft the relevant documentation if required.

Required Qualifications:

Education:

Essential:

  • Advanced level university degree from a recognized university with specialization in Human Resources Management, Business Management, Behavioural Sciences or any other related relevant subject.

Experience:

Essential:

  • A minimum of 7 years of experience in the management of human resources policy implementation, administration of entitlements, at an international level.
  • Experience preferably in the area of HR Administration, HR advisory in an international Organization.
  • Extensive client-service experience.
  • Solid supervisory and capability-building experience, preferably in a large Organization.

Field experience:

  • Experience in working in a Shared Service Centre.
  • Experience in Oracle or another ERP system such as SAP or PeopleSoft.

Skills:

  • Excellent knowledge of HR management principles and practices, planning and organizational skills.
  • Ability to analyze HR issues, make conclusions and to present information in a clear and logical manner.
  • Ability to produce innovative solutions, decision-making skills.
  • Excellent inter-personal skills in a client service context, problem-solving skills.
  • Tact and high degree of discretion, inter-cultural sensitivity, ethics and trustworthiness.
  • Ability to work as a team member as well as team leader creating a quality employee experience.
  • Excellent communication skills both written and spoken.
