The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.
The objectives of the Country Health Emergency Preparedness & International Health Regulations (2005) Unit (CPI) include the monitoring and evaluation of countries’ capacity for IHR, monitoring countries’ preparedness to health and other humanitarian emergencies, the planning and country capacity building for critical capacities involving an all-hazards approach at all three levels of the Organization. The CPI Unit prioritizes support to the most vulnerable and low-capacity countries. The main objective of Preparedness, Readiness and Core capacity building is to provide technical support to WHO’s country offices in their effort to enhance emergency preparedness for public health emergencies as required under the International Health Regulations (2005), Emergency Preparedness and Response Framework as well as other global plans for improving public health preparedness for health emergencies. Working closely with the other WHE staff, the Team Lead for Preparedness ensures that needs listed in national action plans are translated into targeted capacity building in the priority/vulnerable countries.
Duties:
The incumbent will perform the following duties:
  • Lead the activities of country operational  readiness for developing and implementing the unit’s work plan, ensure the delivery of its major products providing an expert approach and authoritative advice to country capacity building and training and learning activities.
  • Provide authoritative advice in the development of strategies, new policies, procedures, tools and guidelines supporting the development of guidance for national risk profiling and emergency planning, emergency operation centres, emergency medical teams, emergency and operative care and health security interface and the strengthening of national capacities for emergency and disaster risk management.
  • Lead and guide Regional Office’s, Country Offices’ and countries operational readiness to emergencies as well as related  capacity building of Member            States in the related areas.
  • Ensure the implementation of the                  results framework, foster prioritization of activities in the team to ensure the best use of limited resources and monitor through a variety of indicators (quantitative and qualitative) the performance of work programmes.
  • Allocate, monitor and ensure the timely and careful use of the team resources so that adequate support is assured ensuring that the administrative and budgetary standards, guidelines, priorities and directions of WHO, WHE and CPI are correctly complied.
  • Lead, motivate, guide, manage and evaluate performance of the operational readiness team,. Encourage the team to use and support multi-disciplinary and cross cutting approaches and promote professional excellence and high standards in all aspects of work.
  • Proactively resolve situations which might pose a threat to WHO or its reputation by identifying and solving critical problems and negotiating and implementing measures to reduce risks.
  • On request, represent the CPI Unit and/or the WHO Health Emergencies Programme inside and outside the Organization.
Required Qualifications:
Education
Essential:
  • Master’s degree in medicine, public health or other health sciences related field.
Experience
Essential:
  • At least 10 years’ experience at national and international levels in country capacity building for emergency preparedness and readiness, including at least 3-5 years progressive experience with any international agency. Experience in strategy formulation and inter-agency collaboration. Substantial experience in human and financial resource management with a strong track record of leadership and management of teams comprised of different technical and cultural backgrounds.
Skills:
  • Sound knowledge of the WHO rules and regulations as related to the subject matter, and of the relevant resolutions of the World Health Assembly and the Executive Board.
  • Demonstrated leadership and team management skills in international and multi-cultural settings, including the proven capacity to lead and deliver on deadlines during periods of extreme stress and intense activity.
  • Proven ability to interact and negotiate with senior leadership in national and international agencies and organizations.
  • Excellent inter-personal, communications and presentation skills with proven ability to write in a clear and concise manner.
  • Tact, discretion and diplomacy
  • Strong strategic thinking, with the ability to quickly comprehend strategic and tactical objectives.
Language Skills:
Essential:
  • Expert knowledge of English.
