Proposal Objective:
SI is bidding on a proposal funded through the Millennium Challenge Corporation (MCC) Togo, to conduct an evaluation of the $35 million MCC Togo Threshold Program. The Program includes two projects:
- The project for increased competition for the benefit of consumers, independent regulation, and expanded access in the ICT sector (ICT project) which aims to improve business efficiency, productivity, investment and economic growth through improved access to high quality ICT services at an affordable cost in Togo.
- The Land Reform Project for Increasing Agricultural Productivity (LRAP project) with the objective of improving land tenure security for increased investment in the agricultural sector.
Position Description:
SI is seeking a Team Leader consultant to provide overall technical and managerial leadership of the evaluation, and oversight of the evaluation team members. The Team Leader should have prior experience leading similar USG-funded evaluations in land systems, land reform, and/or ICT, in the region.
Position is contingent upon the award of the contract to Social Impact. Anticipated award date is fall 2024.
Responsibilities:
- Responsible for the overall design, implementation, and dissemination of the evaluation.
- Liaise on a regular basis with MCC, SI HQ and other organizations involved in the evaluation. Serve as the evaluation’s main technical point of contact to MCC.
- Refine and implement a rigorous performance evaluation design using quantitative and qualitative methods to answer the following evaluation questions:
- EQ1: To what extent was the project implemented according to plan (in terms of quantity and quality of outputs)?
- EQ2: Did the LRAP Project achieve its stated objective of improving land tenure security for increased investment in the agricultural sector? Why or why not?
- Lead the evaluation team in the design of data collection tools.
- Oversee data collection and analysis of quantitative and qualitative primary and secondary data.
- Ensure quality control and timely submission of all client deliverables.
- Draft, finalize and present the interim/final evaluation report to MCC.
Qualifications:
- A minimum of a Master’s degree in economics, public policy/administration, statistics, or another field directly relevant to the evaluation.
- A minimum of ten (10) years of demonstrated experience managing large, complex program evaluations.
- Experience leading at least two evaluations of policy and institutional reform or systems strengthening programs.
- Experience using generative causal inference evaluation methodologies (e.g., realist evaluation, contribution analysis and process tracing).
- Proven ability to synthesize data from a variety of sources (program documents & data, survey data, KIIs & FGDs, administrative data) into a cohesive analysis.
- Full professional fluency in written and spoken English and French.
Preferred:
- Previous experience evaluating similar MCC projects.
- Experience conducting ex-post program evaluations of land tenure reform programs.
- Experience conducting ex-post program evaluations of ICT programs.
- Experience conducting primary data collection in Togo.
- Experience with the design and implementation of qualitative studies in a developing country context using a defined inquiry framework and qualitative analysis approaches.
- Experience using qualitative analysis software.
- Experience with research methods that help understand how institutions and power affect development outcomes (preferably related to land tenure security) such as political economy analysis, power analysis, and institutional ethnography.
- Experience with social and gender research, particularly in the land sector needed.
