Democracy International (DI) is seeking to hire a Team Leader – Project Manager for an anticipated 15-week UNDP-funded project in the Solomon Islands under the Strengthening the Electoral Cycle in the Solomon Islands Project (SECSIP). The main objective is to design, implement, analyze, and present a multi-faceted perception survey examining voter experience, electoral engagement, and satisfaction with electoral processes in the Solomon Islands.

This role involves overseeing the survey lifecycle, including methodological design, questionnaire development, field data collection, data analysis, and final presentation of findings, to inform future electoral assistance programming and reforms. The Team Leader – Project Manager will ensure quality control, coordinate logistics (across all nine provinces), provide capacity-building support, and oversee an enumerator team on-site and remotely. This position may be eligible for travel to the region and is contingent upon award and funding.

Essential Job Duties:

The position’s responsibilities will include:

Programmatic

  • Oversee the development of a scientifically sound methodology, including sampling strategy, questionnaire design, and qualitative discussion guides;
  • Manage enumerator training, field deployment, and data-collection logistics, ensuring adherence to timelines and quality standards;
  • Work with internal and external stakeholders, including the SECSIP project team and Solomon Islands Electoral Commission (SIEC), to refine survey objectives and incorporate feedback;
  • Supervise the collection, processing, and analysis of quantitative and qualitative data, working closely with the Senior Data Analyst;
  • Provide both remote guidance and on-ground coordination (as needed) throughout the data collection phase, addressing challenges and ensuring reliable, unbiased data.

Administrative

  • Maintain comprehensive documentation, including workplans, progress reports, data collection protocols, and final analysis reports, in alignment with UNDP and DI standards;
  • Collaborate with the project team to ensure that financial, logistical, and human resources meet the assignment’s needs; contribute to cost estimates for any ad-hoc enhancements or unforeseen requirements;
  • Adhere to ethical research principles and maintain strict confidentiality of sensitive data;
  • Provide bi-weekly written updates to UNDP SECSIP on activities, challenges, and progress; escalate any issues that may impact project timelines.

Deliverables:

  • Survey Design & Planning: Finalized survey methodology (sampling plan, questionnaires, qualitative discussion guides) with detailed implementation timeline and logistics plan;
  • Data Collection & Field Work: Successfully trained enumerators (including workshop materials), completed data collection, covering both quantitative and qualitative components;
  • Data Analysis: Comprehensive analysis of quantitative and qualitative findings using statistical tables, graphics, and visual presentations;
  • Final Survey Report & Presentation: Integrated final report (quantitative/qualitative results) with executive summary, 7 to 10 infographics/GIFs for social media dissemination, and a slide deck (PowerPoint) summarizing main findings;
  • Workshop & Results Launch: Organization and facilitation of a presentation/workshop to share final results with UNDP, SIEC, and other stakeholders.

Qualifications:

  • Master’s degree (or higher) in a relevant discipline such as Management, Political Science, Social Research, Data Science, or another pertinent field;
  • Minimum of 7 (seven) years of relevant project management experience, preferably involving large-scale surveys or research in political participation, elections, or democratic processes;
  • Demonstrated track record in conducting surveys, data analysis, and field research (including oversight of enumerator teams);
  • Experience working in or with the Solomon Islands or Pacific region highly desirable;
  • Prior experience working with UN agencies or international NGOs is a plus;
  • Excellent written and spoken English; knowledge of local languages (Solomon Islands) is advantageous;
  • Proven ability to work with multidisciplinary teams and manage remote field operations.
