Roadmap for improving the NMIRF at central and local level, including for increasing the capacities to perform their functions developed and consulted. The Governmental Decision nr. 65 on the activity of the National Human Rights Council reviewed and proposed for adoption. Report on the review of current set up of the NMIRF developed, consulted and adapted based on outcomes of the consultations.
Duties and Responsibilities
Review, following inclusive and participatory approach, the current set up of the NMIRF, that will include, among others: Analysis of the GD 65/2019 from the perspective of the international and national framework in the field of human rights and existing institutional mechanisms, but also the international positive practices; Examining the opportunity to review the current set up of NMIRF, foreseen as part of the GD 65/2019, including through the lens of the redistribution of attributions following the social assitance reform RESTART; Analysis of the functions and attributions provided for the permanent Secretariat of the NHRC and determination of necessary/sufficient human, financial and technical resources for the efficient performance of tasks, including through the lens of sharing attributions in the field of human rights with the Ministry of Justice, the Ministry of Foreign Affairs and the interaction with the People’s Advocate Office and the Equality Council; Analysis by correlation of the provisions of HG 65/2019 with the provisions of GD 472/2008 regarding the approval of the composition of the National Committee for Combating Trafficking in Human Beings and the Regulations of the National Committee, as well as the provisions of GD No. 338/2023 regarding the National Council for the protection of children’s rights considering the exercise of the secretariat function at these structures by the Human Rights and Cooperation with Civil Society Department (Permanent Human Rights Secretariat of the NHRC); Analysis of the activity of the NHRC and identification of opportunities for its improvement, including procedural aspects, about topics that should be subject to its examination and decision, composition, following the latest institutional developments within the central public administration, etc.; Review of NHRC attributions, correlation with the attributions of Specialized Commissions, its role in relation to the other structures in the field; Identification of the opportunities for strengthening the role and functionality of the Specialized Commissions in coordinating, monitoring and reporting on the international commitments of the Republic of Moldova; Analysis of the situation regarding the activity of the territorial commissions of the NHRC and the coordinators in the field of human rights at the central and local level, in order to streamline their activity and strengthen their role. Based on the outcome of the evaluation, provide support to the Human Rights and Cooperation with Civil Society Department in the development of a roadmap for improving the mechanism at central and local level, including for increasing the capacities to perform their functions, as well as in the review of the Governmental Decision nr. 65 on the activity of the National Human Rights Council.
Qualifications/special skills
First degree in law, human rights, political and social studies or other relevant disciplines. Other relevant higher education degrees will also be considered. At least 3 years of professional experience in the field of promoting human rights, international human rights standards in the activity of the duty-bearers Experience in conducting analysis, including with regards to the activity of central and/or local public authorities is considered an asset Previous experience of work with coordination structures in the field of human rights or other related fields
