There is growing evidence that investing in the health, education, hygiene/sanitation and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfil their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

Context

UNICEF has a county office in Maputo and four field office in Pemba, Nampula, Beira and Quelimane with more than 220 staff members working on the delivery of UNICEF programme objective in Mozambique. With the increased T4D and Innovation support needs of the country office of programme sections and partners, there is a genuine need for increasing the country office’s human resource capacity in the area of T4D and digital innovations. The Operations management and ICT identified the need to recruit a T4D Officer dedicated to support the T4D and Digital Innovations functions of the country office. The T4D Officer will be based in Maputo and will support the ICT Specialist in the identification, evaluation, planning, and implementation of T4D and Digital Innovation projects in the country and field offices.

Task description

Under the direct supervision of the ICT Specialist in Maputo country office, the UN Volunteer will undertake the following tasks:
• Provide technical support to the ICT Specialist in the identification, selection, concept design, deployment, and sustainability of T4D interventions to address bottlenecks toward the achievement of programme results
• Assist in deploying and implementing digital technology initiatives, including troubleshooting and documenting challenges and resolutions.
• Assist in the evaluation and review of technical solutions to ensure UNICEF standards and Technology Playbook are followed;
• Assist in project management processes, generation, and review of terms of reference and vendor selection.
• Support T4D emergency preparedness activities for the Country Office Compliance with T4D Best Practices
• Participate in Country Office T4D and Innovation working group meetings and assist in the compliance of T4D initiatives with the Principles for Digital Development (http://digitalprinciples.org/) and UNICEF Technology Playbook
• Use UNICEF’s INVENT global online portfolio for T4D and innovation to record solutions and their status.
• Assist in monitoring initiatives to ensure timely delivery throughout the lifecycle from assessment to implementation
• Assist in identifying, capturing, and sharing lessons learned from T4D and innovation.
• Assist the monitoring and evaluation mechanisms for innovation and T4D projects, including baseline data collection, ongoing monitoring, and first-phase data collection and analysis.
• Assist in capacity-building initiatives in the area of T4D and Innovation.
• Support the development of staff capabilities using frontier technology and innovations such as UAVs, wearables, IoT, mobile money, blockchain, etc.
• Assist in maintaining, developing, and optimizing the existing SharePoint systems.
• Participate in the development of ongoing SharePoint Projects and contribute to the Scaling up of SharePoint solutions
• Prepare the required technical documentation.
