Background

The Climate Emergency Collaboration Group
(CECG) is a regranting collaboration made up of some of the world’s largest climate
philanthropic funders. We facilitate stronger collaboration, coordination, and campaigning from
global climate advocates in pursuit of increased climate action around the UN climate talks and
other international summits. CECG is fiscally sponsored by Rockefeller Philanthropy Advisors
(RPA), a 501(c)(3), as a Sponsored Project within its charitable-giving fund.

This work will come under the CECG’s Implementation Programme with the objective to
maintain and strengthen mitigation ambition in the multilateral climate process (UNFCCC) in
line with science. The objective is underpinned by three pillars of work: accountability and
transparency, energy transitions, and food and nature. The expert consultant will support the
Programme Director around non-party stakeholder accountability and transparency with a focus on
the international climate negotiations and the implementation of outcomes from the UNFCCC and
wider UN processes.

The Climate Emergency Collaboration Group is looking for a consultant with expertise in
international climate change accountability mechanisms and architecture who can provide
technical advice to our growing programme of work. The consultant will play a key role in
bringing thought leadership, alignment, and collaboration to the accountability ecosystem to
ensure transparency, credibility and accountability – avoiding greenwashing/green hushing – and
prompting the collection and use of high-quality data, reporting and assessment practices.

Purpose of role

The Consultant will provide technical advice and analysis to the Implementation team and
partners around mapping, proposals, and initiatives in the field of accountability.

You would support the Implementation Team by:

• Monitoring and tracking accountability conversations and developments across various fora.
• Supporting policy proposals, providing thought leadership and agenda setting.
• Engaging with stakeholders.
• Writing policy briefs for internal and external stakeholders.
• Supporting grant-making in this area.

Primary responsibilities

Monitoring and tracking:

• Keeping ahead of developments and decisions around e.g. the UNFCCC Recognition and
  Accountability Framework (RAF), Integrity Matters and follow up to the UNSG’s High Level
  Expert, as well as regulatory alignment and harmonisation conversations (standards, disclosure,
  transition planning, greenwashing).
• Tracking policy and diplomacy developments and identifying emerging trends, opportunities,
  and risks.
• Writing internal policy briefs and updates for the team and briefings for other
  stakeholders summarising policy trends and decisions.

Support policy proposals, providing thought leadership and agenda setting:

• Drive the agenda on UNFCCC accountability and wider corporate accountability (inside and
  outside of the UNFCCC process).
• Provide thought leadership by contributing insights to the team and relevant stakeholders.
• Work closely with our team to prepare comprehensive briefings and reports for funders –
  providing briefings and updates to funders on the progress and impact of our work.
• Support fundraising efforts by identifying new opportunities and partnerships.

Engaging with stakeholders:

• Including government and UN officials including the High-Level Champions and their teams,
  corporate accountability actors, data collection, disclosure, assessment, and monitoring
  organisations, businesses and business associations, other non-party stakeholders (e.g. cities
  and sub-nationals), think tanks and academia to understand and influence policy proposals.
• Supporting CECG and its partners on sequencing policy priorities and facilitating
  discussions across organisations on a regular basis.
• Engage with stakeholders to raise awareness and advocate for best practices.

Support grant making in this area:

• Scoping prospective grantees, making recommendations to the Implementation team, providing
  support to develop grant proposals as appropriate, assessing grants once submitted.
• Mapping policy priorities and developments against the Implementation team’s work and
  portfolio to identify gaps.
• Working together with the Implementation team and MEL Director to ensure accountability
  indicators are streamlined across grant proposals.

Profile

Experience/Qualifications

• Relevant professional qualifications and significant experience in a relevant role e.g.:
  relevant degree (undergraduate or master’s level) in law, finance, international policy,
  international development etc and at least 10 years’ experience in party or non-party
  stakeholder accountability space.
• Demonstrated expertise in UNFCCC accountability and with relevant experience across
  corporate accountability frameworks.
• Demonstrable knowledge and awareness of climate change, the role of corporations, financial
  institutions, cities, and sub nationals.
• A good understanding of financial systems, corporate sustainability, and the role of
  regulators.
• Have an existing network of actors in the accountability space to inform strategy
  development.
• Experience working at the intersection of policy and diplomacy, and an understanding of the
  role of multilateral summits and policy processes, such as the UNFCCC, G20 and G7, United
  Nations to drive policy change.
• Ability to collaborate effectively with diverse stakeholders and work seamlessly within
  cross-functional teams.
• Strong analytical skills, including the ability to connect dots across the geopolitical
  landscape
• Excellent project management skills.
• Excellent oral and written communication skills (written and verbal fluency in English is
  essential; other languages are an asset).
• Attention to detail.
• Willingness to travel.
• A highly resourceful and a keen problem-solver who is eager to take on new challenges.
• Experience in working in diverse teams and with people from various cultural backgrounds.

Terms and conditions

• The initial period of work would take place over 12 months and would require at least a 75%
  commitment of time for that period.
• This is a remote role, and we welcome applications internationally. Some international
  travel may be required. CECG is an international team, with the majority of the team working
  remotely.
