Background:
The Support Programme for Ukraine (SPU) has been established in order to continue supporting the Ukrainian Government’s reform efforts and provide a platform for continued Ukrainian efforts in implementing OSCE commitments. It is implemented through Extra-Budgetary project activities.
The post is located at the SPU within the OSCE Secretariat, CPC. It is an extra-budgetary (ExB) post within the “SPU – Support to Environmental Rehabilitation with Focus on Building National Humanitarian Mine Action Capacities of Ukraine” Project that is currently envisaged to last until May 2025. This post is subject to receipt of funds. A possible extension is subject to the availability of funds, as well as an extension of the project duration.
Tasks and Responsibilities:
The Technical Adviser is responsible for:
(a) Advising the government of Ukraine on institutionalizing humanitarian mine action, and guiding the SPU support in this area. This advice shall be provided on humanitarian mine action strategy development, establishing and running a humanitarian mine-action programme and related structures; on establishing certification procedures and national mine-action standards; and other priority tasks as jointly identified by the government and the SPU. He/she shall also identify and coordinate short-term consultants for specialized assistance.
(b) Acting as the SPU communicator between national and international stakeholders, assisting the government in liaising with international actors, including demining NGOs, donors and technical-assistance advisors, and in conveying the interests of the international community to the government. He/she advises the SPU and other OSCE structures, if requested, in the conduct of their mine-action assistance programming, and assists the SPU in donor reporting and other report writing.

Remuneration Package:
Monthly remuneration is around EUR 8,300, with the actual monthly salary depending on post adjustment and family status. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

The OSCE is a non-career organization committed to the principle of staff rotation, therefore the maximum period of service in this post is 7 years.
The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
