UNDP is a partner of the Global Fund to Fight AIDS, TB and Malaria (Global Fund), and a co-sponsor of several other international health partnerships. UNDP’s work on HIV, health and development, as described in the HIV, Health and Development Strategy 2016-2021: Connecting the Dots, leverages UNDP’s core strengths and mandates in human development, governance and capacity development to complement the efforts of specialist health-focused UN agencies. UNDP delivers three types of support to countries in HIV, health and development. Since 2003, UNDP has been in partnership with the Global Fund supporting countries access and manage resources for action on SDG 3. Since 2007,UNDP been providing technical assistance support to the MOH implement Global Fund grants, and since 2012 in partnership with the Australian Government Department of Foreign Affairs and Trade,technical support to Indonesia’s Country Coordinating Mechanism (CCM) and its technical working group to monitor the grant performance and provide oversight. The Global Fund itself has providedgrant funds to the Government of Indonesia in the amount of US$ 823 million to fight HIV, Tuberculosis (TB) and Malaria, as well as strengthening the health system.
The prevention of HIV-AIDS, Tuberculosis, and Malaria in Indonesia has been going on for a long term and many lessons learned come up to these problems. UNDP to support ATM programme to providetechnical assistance for new Principal Recipients funded by the Global Fund, one of UNDP portfolio is to support during grant making and institutional strengthening such as organizational improvement, develop/improve the PR’s policy and technical guidance comprises of sections on theproject management, financial management, human resources management, procurement and supply management, and monitoring and evaluation. The technical guidance also captures how the project manages different activities and steps of grant cycles, describes approved policies as well asapproaches to implementing those policies that have been endorsed at the secretariat level. The manual applies to implementer of the programme from PR, SubRecipients (SR) at provincial level andSub-Sub Recipients (SSRs) at district level. Therefore, UNDP need technical advisor to implement thistechnical assistance and support the PRs to strengthen their self in implementing the programme.
The technical advisor will report to the Health Governance Project Manager, with close coordinationwith Ministry of Health. The technical advisor will be responsible for the following tasks, in supportingthe new principle recipient’s implementation in Indonesia. Moreover, to review and analysis Project Management Team (PMT) in understanding of the PIM including planning, implementation, monitoring, and evaluation aspects. The advisor will work in close collaboration with programme units in the CO, experts, PRs, Government officials, multi-lateral donors and civil society to successfully implement the programme.

- Provide technical oversight and serve as a lead technical resource for the provision of technical assistance and capacity building initiatives in the implementation of new Principal Recipients in the Management Technical Cooperation AIDS, TB, Malaria and RSSH project.
- Identify and coordinate the provision of technical assistance to the project and partners in consultation with implementing partners.
- Identification of sources of information related to policy-driven issues.
- Ensure strategic support for the capacity-building of national counterparts is managed effectively.
- Develop and maintain the quality of technical assistance provided through the pool of experts and consultants as relevant to the needs of the implementing partners.
- Introduction of performance indicators/success criteria, targets and milestones.
- Development of policies and institutions that will address problems and needs in collaboration with the Government and other strategic partners.
- Ensures gender-related health, public research and analysis, to contribute to the formulationof policies, programme interventions, procedures, guidelines and tools.
Provides strategic direction and support to implementing partners and technical specialists inconducting participatory and multi-stakeholder sectoral reviews:
- Facilitate the establishment of mechanisms for coordination, dialogue, and learning among actors (bureaucrats and practitioners) in each key sector.
- Provide institutional strengthening to the new Principal Recipients in managing grant especially from The Global Fund Project.
- Review each actor’s mandate, plan, map activities, work areas and strengths/weaknesses (sector baseline).
- Development of practical policies and plan recommendations.
Facilitates the establishment of a high-quality knowledge building and management information system focusing on achievement of the following results:
- Ensure that required expertise and technical assistance is made available to government counterparts.
- Effective mechanisms and systems are in place and functioning to identify, document and synthesize lesson learned and best practices for sharing and learning throughout the region.
- Maintain project briefs and activity information for civil society, bilateral donors, academia, private sectors, and other stakeholders as appropriate to support UNDP’s public awareness activities including through preparation of statements and other communication materials.
- Provision of high-quality information and analysis to the government counterparts to inform the strategic direction of local development priorities.
- Coordinate and organize the relevant studies to collate research-based information, evidence and facts to enrich the achievement of development results.
- Ensure development results are communicated to all relevant stakeholders.
- Effective strategic input for capacity building training for project/programme staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming
- Effective contribution to the national and global network for gender mainstreaming
- learningand knowledge sharing

Institutional Arrangement:

Min. Academic Education:
- Advanced university degree (master’s degree or equivalent) in Public Health, Medical, Epidemiology, Social Science, or related field.
- A first-level university degree (bachelor’s degree) in Public Health, Medical, Epidemiology, Social Science or related field in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Min. years of relevant Work experience:
- Minimum 7 years (with master’s degree) or 9 years (with bachelor’s degree) of progressively responsible relevant experience on issues related to AIDS, TB, and Malaria programme in Indonesia.
Required skills and competencies:
- Proven analytical skills and ability to conceptualize strategic intervention.
- Experience in knowledge sharing
- Excellent writing skills in English to develop knowledge products,
- Networking skill especially to deal with inter-relationships among international organization and national governments
- Solid negotiation skill and networking capacity
- Ability to manage and work with a multidisciplinary and multicultural team
- Desired additional skills and competencies
- Experience working with Global Fund programme will behighly desirable
- Proven experience of engaging and negotiating with high level personnel in governmental institutions, external agencies etc.
- Experience in conducting analytical work, programme development in the areas of AIDS, TB, Malaria and RSSH (cross cutting) Programme;
- Knowledge of and experience in the development policy formulation, management health programme, and provision of technical assistance in health area
- Experience working with the private sector, CSO, universities will be highly desirable
- Solid experience in provision of programme advisory servicesand establishing inter-relationships among international organization and national governments.
- Experience in working with government and international organization, or high-level decision maker in the country;

- Fluency in English and Bahasa Indonesia
