The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Overview of Analytics and Implementation Research (AIR) Team

 

This Technical Advisor will be a member of CHAI’s Analytics and Implementation Research (AIR) Team and work closely with members from both CHAI country teams and global program teams. This Technical Advisor would also be expected to work across other projects (to be determined) across AIR’s program areas.

 

CHAI’s AIR Team is a results-driven team of public health experts strategically positioned at the center of CHAI’s geographic and disease priorities, maximizing health systems, and bringing innovations to scale. AIR has years of experience tackling problems within real-world health systems in resource-limited settings and a long history of well-regarded collaboration with partner governments and CHAI country and global teams. The team is comprised of public health scientists with training in biostatistics, epidemiology, health economics, mathematical modeling, and program evaluation. AIR’s work began in HIV and has expanded over the years alongside CHAI’s strategic focus, currently including maternal, neonatal and child health, sexual and reproductive health, vaccines, viral hepatitis, human resources for health, health financing, diagnostics, cervical cancer, COVID-19, diabetes, tuberculosis, and sickle cell disease.

The TA will split their time across a portfolio of projects, including the MII team and other CHAI program areas.

 

Maximum Impact Incubator (MII) Overview

 

The MII program aims to incubate programs across CHAI’s entire portfolio that generate significant health impact through highly cost-effective programming. This ‘Maximum Impact Incubator’ team has the exciting and challenging aim of evaluating and prioritizing the most cost-effective and scalable opportunities for new programs. 

As Technical Advisor to the MII, the candidate will lead the design and implementation of evaluations of the most promising opportunities across multiple countries. The TA will work closely with the Incubator and AIR team, CHAI program and country teams, and other stakeholders to design & implement rigorous study evaluations of prospective programs, design M&E plans, and lead technical discussions in donor-facing engagements. Position Overview

 

CHAI’s Analytics and Implementation Research team is seeking a Technical Advisor (TA) who would work across a range of projects including CHAI’s Maximum Impact Incubator (MII) team, the Global Diagnostics Team, and other programs as projects evolve.

 

The ideal candidate is a strong strategic thinker with experience across a range of research and analytics skills including designing evaluations and implementation research; monitoring and evaluation (M&E), quantitative and qualitative analysis; and data visualization. We are seeking a proactive individual with superior problem-solving skills who is resourceful, humble, and a clear communicator with experience establishing effective working relationships with a range of stakeholders. This individual should be able to function independently and work collaboratively in a fast-paced, multi-cultural environment. The successful candidate will be expected to work across a portfolio across health topics, so a curiosity and desire to learn about a range of program areas is desirable.

 

The TA will report to an AIR Director and will work in close collaboration with government counterparts and interact on a regular basis with donors and external partners.

 

The candidate will be working across several projects and countries and would ideally be based in a CHAI program country in Africa or Asia, pending leadership approval. We welcome applicants who are from, currently living in, or willing to re-locate to a CHAI program country.

• Lead on design and implementation of evaluations and programmatic M&E to inform program design across CHAI programs. This may include but is not limited to quantitative evaluations, cost modelling, programmatic monitoring, and qualitative approaches to elucidate and address health gaps.
• Lead the development and tailoring of study designs to help address key questions and uncertainties related to donor priorities; collaborate with CHAI teams and donors to discuss trade-offs of design considerations.
• Work with CHAI teams to develop broader monitoring, evaluation, and learning agenda together with appropriate budget.
• Be a thought partner and provide strategic and technical guidance to teams to respond to donor questions related to study design and study implementation.
• Interact on a regular basis with senior stakeholders within and outside of CHAI. These will include donors, national stakeholders, and data collection firms.
• Be a trusted advisor to CHAI teams and government partners to help tailor measurement approaches to strategic and programmatic questions.
• Develop and cultivate positive relationships with internal and external groups, including academic groups, in-country partners, external evaluators, and contribute towards communities of practice or technical working groups.
• Collaborate with country teams and government partners to translate results into actionable and policy-relevant recommendations and develop dissemination materials.

• Master’s or PhD in epidemiology, economics, biostatistics, or a related field (with significant focus on quantitative skills (e.g., epidemiology and public/global health, economics, biology, engineering).
• Minimum of 5+ years of relevant work experience in resource-limited settings and/or a field requiring analytical problem-solving.
• Excellent command of experimental, quasi-experimental study designs and qualitative research methods.
• Experience designing and implementing quantitative models and/or impact evaluation and/or qualitative research.
• Excellent skills in quantitative modeling, data management and statistical analysis.
• Strong statistical skills, with ability to use statistical software such as Stata.
• Demonstrated advanced Excel skills, and modelling skills.
• Demonstrated ability to distill complex concepts into clear and actionable recommendations and to tailor communication to a range of audiences including Ministries of Health, global donors and policy makers.
• Strong diplomatic and interpersonal skills, and an ability to manage challenging multi-cultural, multi-stakeholder situations to achieve intended results.
• Strong ability to work independently, to develop and execute work-plans, and to achieve specified goals with limited guidance and oversight in a fast-paced environment.
• Demonstrated capacity to thrive in a work environment that requires effective balancing across parallel workstreams and deliverables.
• Experience working with governments and/or the private sector in low- and middle-income countries.
• Experience with project management.

• Ability to travel at least 20% of time to focus countries and other locations as relevant to work (for in-country support, global meetings, etc.)
