CAMRIS International, LLC, (CAMRIS) is seeking a Technical Advisor – Climate Change (Consultant) to support the Economic Growth, Environment and Agricultural Division (EGEA) of USAID’s Africa Bureau/Sustainable Development Team.
This consultancy is for up to 100 days level of effort.
This position will perform work under the Africa Bureau Institutional Support and Services II contract (AFR ITSS II). AFR ITSS II assists USAID in achieving its program priorities by providing contracted technical, professional, operational, and administrative support staff in support of USAID’s African programs on both short- and long-term bases. Work performed under this contract will cover a range of technical and administrative areas aimed at advancing USAID’s development objectives in sub-Saharan Africa.

BACKGROUND:
The Technical Advisor – Climate Change, under the technical direction of USAID’s Bureau for Africa’s (USAID/AFR) Climate Change Team, will be responsible for providing high-quality technical guidance to USAID/AFR leadership and USAID/SSA Operating Units to help accelerate and scale climate adaptation and mitigation in SSA, and advance implementation of USAID’s Climate Strategy.
Responsibilities
- Provide technical support and advice to USAID/SSA Operating Units and to USAID/Washington on the strategic planning, development, implementation, evaluation, and reporting of climate change activities.
- Conduct research, provide analysis and thought-leadership, and develop targeted and timely recommendations on specific climate change issues as they relate to SSA.
- Develop the capacity of USAID staff and partners on climate change-related issues, particularly in USAID Operating Units in SSA.
- Collaborate and coordinate with the intra- and inter-agency to help advance climate adaptation and mitigation in SSA.
DELIVERABLES AND ACTIVITIES:
Technical Leadership and Support
- Serve as a member of the AFR/SD/EGEA’s Climate Change Team. This includes participating in relevant meetings and retreats, and working with USAID/AFR’s Senior Climate Change Advisor, or their designee, to identify appropriate ways to engage with the bureau.
- Work with USAID pillar bureaus to support USAID’s knowledge and capacity to support climate adaptation and mitigation, in areas such as climate security, climate finance, and climate extreme events in SSA.
- Help develop and implement USAID/Washington climate adaptation- and mitigation-related mechanisms, activities, and training.
Deliverables:
- Manage climate security scope of work under the Climate Adaptation Support Activity (CASA).
- Support the design and implementation of up to three additional scopes of work to help accelerate and scale climate adaptation and mitigation in SSA, and advance implementation of USAID’s Climate Strategy.
- Assist the development of a new AFR/SD/EGEA activity focused on holistic risk management.
- Develop a thought-leadership white paper on a new, emerging, and/or important climate issue for SSA.
Technical Assistance for USAID/SSA Operating Units
- Provide technical assistance for the design of new bilateral adaptation and mitigation programs.
- Support the integration and mainstreaming of climate change into USAID/SSA Operating Units’ programs and/or strategic development documents, such as the Country Development Cooperation Strategy (CDCS).
- Provide technical support on climate related issues to USAID/AFR and USAID/SSA Operating Units, as requested and in consultation with the Senior Climate Change Advisor and leadership of the Office of Sustainable Development (AFR/SD) and the Division of Economic Growth, Environment, and Agriculture (AFR/SD/EGEA).
Deliverables:
- Provide technical assistance to 2-4 USAID/SSA Operating Units related to strategy development, opportunity analysis, activity designs, implementation support, reporting, and/or evaluations.
Climate Risk Management (CRM)
- In consultation with the Senior Climate Change Advisor and AFR’s Climate Integration Lead (CIL), provide support to USAID/SSA Operating Units, as needed, on CRM in the context of CDCS development, activity designs, and staff capacity development. Contribute to the Agency’s multi-bureau Climate Risk Management Team as determined in consultation with the Senior Climate Change Advisor.
Other activities TBD
- Other Activities TBD may include:
- Sub-national climate research: Improve understanding of and provide technical input on sub-national climate information that can be tailored for USAID/SSA Operating Units’ programming, especially to inform the development of new Regional Development Cooperation Strategies/CDCSs.
- Team strategic support: Backstop other team and AFR/SD/EGEA staff members as needed, including on CRM when the CIL is away. Support cross-sectoral activities and division-wide priorities as requested
- Other research, analysis, and USAID/SSA Operating Unit support tasks: To be assigned in consultation with the Senior Climate Change Advisor.
- Tasks that align with climate or Africa Bureau related priorities: As determined in consultation with the Senior Climate Change Advisor and AFR/SD leadership.
Qualifications
- Bachelor’s degree with six (6) years of experience in climate change or a related environmental field.
- Significant experience living and/or working in Sub-Saharan Africa.
- Knowledge of international development issues in Sub-Saharan Africa; knowledge of U.S. foreign policy issues in Sub-Saharan Africa.
- Knowledge of USG ’s programming guidelines for climate change funding and the development and administration of USG climate change programs.
- Excellent research, analytical, writing and organizational skills.
- Ability to work effectively both individually and as a member of a team, including teams composed of members with cross-sectoral backgrounds or from different Bureaus and/or offices within USAID.
- Ability to influence senior-level decision-makers, particularly senior leadership of USAID Missions.
- Ability to plan, organize, and use time effectively; ability to handle multiple tasks simultaneously and work within tight deadlines.
- Demonstrated ability to exercise sound, independent, professional judgment.
- Ability to take initiative working with the direction of management; must be able to take ownership of projects, creatively solve problems, and see projects through to completion.
- U.S. Citizen with the ability to obtain a secret clearance.
