Background:
ELEVATE Nutrition (Enhancing Local Efforts for Vital, Transformative, and Evidence-Based Nutrition), funded by the U.S. Agency for International Development (USAID), is a five-year cooperative agreement led by FHI 360 in collaboration with Action Against Hunger, Bixal, CNFA: Cultivating New Frontiers in Agriculture, GEMNet-Health, and Oxford Policy Management. The project aims to advance local implementation of high-quality nutrition programs and policies to improve the nutritional status of women and children, particularly in the first 1,000 days. ELEVATE Nutrition will drive efforts to sustain USAID technical leadership in nutrition, enhance locally driven nutrition programs and policies, and boost innovative efforts to share learning and transfer knowledge.
Job Summary:
The technical advisor will provide technical guidance, leadership, and support to ELEVATE Nutrition’s global portfolio of diet quality activities. S/he will support activities implemented through ELEVATE Nutrition’s country programs, ensuring that teams implementing activities to improve diets through food and health systems are able to apply evidenced-based, contextually appropriate solutions to address their nutrition challenges. The technical advisor will contribute to the design of diet quality components of global and country work plans as required. S/he will have demonstrated technical understanding of and experience providing technical assistance within multi-sectoral nutrition programming. S/he will build and maintain collaborative relationships with USAID; global, regional, and country stakeholders working to improve various aspects of diet quality; and FHI 360 technical and program teams based in focus countries. In collaboration with ELEVATE Nutrition technical and program staff, s/he will provide leadership in the technical aspects of diet quality activities as integrated into the overall multi-sectoral nutrition approach and provide technical assistance and capacity strengthening to support program quality. S/he will work with the capacity strengthening; monitoring, evaluation, research, and learning; country programs; and other technical teams to support ELEVATE Nutrition’s goal to advance evidence-based, local efforts for improving nutrition outcomes. S/he will also liaise with the knowledge management team to ensure that global evidence is documented and shared, which includes demonstrated examples of applying evidence at country levels to improve diets. The technical advisor may supervise one or more staff members on the global technical team.
Accountabilities/Responsibilities:
Program Design and Implementation
- With global technical team, provide technical leadership in design, development, planning, implementation, and capacity-building of diet quality technical component of global portfolio of activities and country portfolios as needed
- Develop technical scopes for diet quality focus area within ELEVATE Nutrition’s global portfolio, lead and support the technical and operational implementation of those scopes, and track progress against expected outputs and timelines
- Coordinate and support locally-led process to conceptualize and develop diet quality materials that support quality implementation in given contexts
- Coordinate with technical advisors (social and behavior change, wasting, and governance, among others) to ensure diet quality activities are integrated into overall ELEVATE Nutrition multi-sectoral nutrition approach and objectives, where appropriate
- Work with country teams to develop, refine and/or clarify scopes of work for diet quality work at the country level
- Collaborate with USAID, global, regional, and country stakeholders, and FHI 360 global and country teams to ensure ELEVATE Nutrition’s diet quality work is integrated into the strategic direction for best practices in locally-led program design and implementation
- Coordinate with knowledge management team to ensure diet quality outputs (e.g., briefs, tools, documents, slide decks) are designed based on locally-led needs and priorities and identify opportunities for knowledge sharing among global and country teams working on diet quality
- Coordinate with monitoring, evaluation, research and learning (MERL) team to develop MERL-related diet quality activities and outputs based on locally-led needs and priorities
- Contribute to project work planning, budgeting, and reporting
- Represent ELEVATE Nutrition to USAID, country stakeholders, government counterparts, global organizations and other relevant organizations, as needed
Technical Assistance and Program Quality
- Provide direct technical assistance and oversight for technical assistance provision, (e.g., through consultants) to global portfolio of diet quality activities being implemented/tested in country contexts
- Collaborate with country programs team to identify, respond to, and coordinate technical assistance needs for multiple countries as needed
- Provide technical assistance in diet quality to country teams to support program quality, including support to contextualize and adapt global guidance and best practices to specific country contexts as part of overall multi-sectoral nutrition programming
- Review and provide feedback on technical deliverables and reports, ensuring the products meet ELEVATE Nutrition standards
- Lead and support capacity strengthening to apply evidence to diet quality policies and programs by identifying capacity gaps and developing and implementing capacity strengthening activities in collaboration with ELEVATE Nutrition team
Sharing Knowledge and Learning
- Lead and support design and execution of ELEVATE Nutrition diet quality work on monitoring, reporting, research, and evaluation activities
- Work with ELEVATE Nutrition global and country teams and the knowledge management team to identify and document successful local advancements to contribute to global technical leadership
- Collaborate with country programs team to support documentation and sharing/dissemination of diet quality learning through publications and external technical and communication products as needed
- Present on behalf of ELEVATE Nutrition in webinars, professional meetings, conferences, and working groups
- Support local nutrition leaders to participate in global nutrition events to share knowledge and learning, assisting with preparation, e.g., abstract, poster, and presentation development
Applied Knowledge & Skills:
- Demonstrated technical understanding of and experience providing technical assistance to diet quality within food/agriculture and health systems as part of multi-sectoral nutrition programming
- Experience with strengthening capacity of local organizations and staff members
- Strong program management skills and experiences
- Ability to multi-task in fast-paced environment
- Demonstrated ability to deliver high-quality technical products
- Ability to work with technical teams across diverse contexts; demonstrated success providing technical assistance in complex environments
- Excellent written and oral communication skills
- Fluency in written and spoken English
- Fluency in French, Spanish, or Portuguese desirable
Experience:
- Master’s Degree in nutrition, public health, international development and/or related field
- 8+ years of experience providing technical assistance in nutrition programming at global and/or country level
- Experience working in USAID-funded programs essential
- Prior work experience in a non-governmental organization (NGO), government agency, or private organization in subject matter area of expertise
Typical Physical Demands:
- Typical office environment.
- Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
- Ability to sit and stand for extended periods of time.
- Ability to lift/move up to 5 lbs.
Technology to be Used:
- Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
Travel Requirements:
- 25% – 30%
The expected hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
Hiring Salary Range: $85,000 – $135,000
