Organization
3iS is a non-for-profit organization that provides information management services to humanitarian and development organizations. Through information management, we help our partners target assistance to the world’s most vulnerable populations, and we support local authorities and institutions to enhance their capacities and become autonomous in their internal data and information management activities.
Scope of Work
The Technical Advisor (TA) will support and effectively contribute to the initiation, planning, design, development, and implementation of the programs in Ethiopia and Colombia. The role also involves support for effectively coordinating training and capacity-building interventions at the different stages of the humanitarian training cycle. The incumbent is further responsible to provide technical guidance to the program team as well as to collaborate with the Country representative in developing programmatic amendments, new project proposals and technical partnerships that can enhance the impact of the program implementation.
Description of Duties
Strategy and Programmatic Development
- In collaboration with the CRs, to develop the program strategy and country strategy.
- In collaboration with the CRs, to develop new programmatic and partnership opportunities, to develop new proposals and to respond to Request-for-Proposals in close coordination with HQ.
Technical Advisory Role
- To provide technical guidance to the program team and to ensure the project is implemented in line with 3iS standards and with the planned proposal.
- The TA will identify knowledge and capacity gaps in the response and partners, and will inform the program accordingly.
- To support the CRs in the engagement with local and international NGOs, clusters and donors to ensure participation to the program focus.
- To identify barriers to data and information collection, collation, analysis, and sharing.
- To advise on technical partnerships and approaches.
- To ensure timely preparation and generation of information products, and to support information sharing and dissemination through web platforms, email, and other relevant means.
- To advise on adaptation of existing information management tools.
- To contribute to donor reporting, as required.
- To ensure that regular exchanges with other country offices and programs are taking place for the benefit of mutual learning and support at a technical level.
Representation
- Represent 3iS with national and international stakeholders in Country as requested by the CRs or by HQ.
Working Conditions
- Type of contract: International consultant contract
- Duty station: home-based (open for international applicants who are within -2/+2 hours of time difference with France. Also, ideally to be based in Marseille (France) or nearby).
- Consultant’s fees scale: between $5,000 and $6,000 USD (per month, based on experience, on a full-time basis).
- Duration: 8 months (renewable based on funding availability and performances).
- Expected start date: 15 October 2024
Requirements
Education
- Advanced university degree in Business Administration, Project Management, Information Science or other relevant fields.
- Educational or comparable experience in the field of Information Management is required.
Languages
- English (fluent) – essential
- French (fluent) – essential
- Spanish – a plus
Experience
- At least 10 years of experience in the field of information management.
- Previous experience in technical writing and proposal development is required.
- Previous experience in representation and strategy development is a plus.
- Knowledge of the country context and/or regional context is an asset.
Skills
- Strong presentation and communication skills.
- Strong technical writing skills.
- Problem solving capacity.
- The capacity to efficiently deliver technical content to non-technical persons.
- The ability to create a positive and motivating working environment.
- Technical skills in PowerBI, GIS, data analysis, artificial intelligence tools (ChatGPT, OpenAI, Chatbot, etc.) and coding experience.
