The Role
At Last Mile Health (LMH), we are all stewards of our reputation and resources. Do you have excellent relationship management skills, strong writing and presentation skills, and strong attention to detail for managing complex projects and outputs. ? If so then you may be our next Technical Advisor, Health Financing.
Reporting to the Senior Technical Advisor, Health Financing, the Health Financing Technical Advisor will be responsible for coordinating and providing technical support to the Health Financing Unit (HFU) and National Community Health Services Division (CHSD) at the Liberia Ministry of Health (MOH). This will entail resource tracking, providing direct support to set up and strengthen health financing processes, coordinating and planning meetings and workshops, as well as building and maintaining relationships with key partners and stakeholders within the MOH.
The Health Financing Technical Advisor will also play a role in supporting the overall strategy and program documentation and implementation; cross-team coordination including production of knowledge products; and facilitation of government/team exchanges on relevant health financing topics.
This role is open to Liberian candidates.
What you’ll do
- Design and implement tools and processes for improved resource mobilization, allocation, and management for Liberia’s National Community Health Program, including costing models and financial projections
- Lead national and county level costing of key strategic documents using approved costing tools
- Support the implementation of the Liberia Health Equity Fund
- Support the MOH and other stakeholders to ensure that Co-financing mechanism are adhered to
- Lead resource mapping and review funding channels to identify and understand areas for potential resource mobilization and acquisition.
- Prepare recommendations for financial sustainability for MOH and MOFDP related to the National Community Health Program
- Lead public financial mechanism reforms, capacity building and strategies at national and sub-national level
- Support the design of community level innovative health financing mechanisms including Revolving Drug Fund, LHEF etc
- Provide technical assistance to MOH teams at national and county levels to build financial management systems, budget management, and skill development.
- Support monitoring and evaluation, donor engagement, proposal development, and other ad-hoc projects.
- Develop and deliver a range of materials on health financing for internal and external partners and funders to share analytical findings and recommendations and to inform key policy decisions
What you’ll bring
- Masters’s degree in public health, social science, health systems, public policy, economics, finance, business administration or related subjects
- Extensive work experience, with time spent preferably in health financing, financial management, data collation, analysis, and professional work experience related to health system strengthening and/or Public Health.
- Excellent relationship management skills, strong writing and presentation skills, and strong attention to detail for managing complex projects and outputs.
- Knowledge and skills in mobilizing resources and building solutions to ensure the sustainability of the National Community Health Program in Liberia.
- Excellent communication and presentation skills, with the ability to write clearly and concisely and distill key messages/explain complex concepts to varied audiences, including for technical documents and reports
- Ability to work independently, as well as collaboratively as part of a team, and proven ability to meet project deadlines
- Excellent interpersonal skills, including the ability to communicate effectively both orally and in writing and operate in a multicultural environment
You’ll impress us if you have
- Experience working in Sub-Saharan Africa, with a preference for experience working with government institutions, informing the development of government strategy, policy, and operational plans (preferably in health financing or health systems)
- Experience as a liaison to the Ministry of Health (MOH) in the area of health financing and working in direct partnership with the MOH to expand health sector financial resources.
- Ability to learn on the job quickly and absorb and synthesize a broad range of information
- High level of proficiency in Microsoft Office, particularly Excel, PowerPoint, and Word; Proficiency in MS Excel modeling and data analysis

For Liberia, the range is an annual gross of $20,862 USD to $39,407 USD dependent upon experience doing an equivalent role. Please note that compensation is subject to statutory taxes.
