CRS programs in Uganda currently support five strategic priority areas, including Health and Social Services Systems Strengthening, Resilient Food Systems, Emergency Preparedness and Management, Climate Change Adaptation and Mitigation, and Local Leadership. CRS Uganda implements its programs through partnerships with local organizations, including international and local NGOs, Ugandan government departments and ministries, the Catholic Church, and community-based organizations for maximum impact and sustainability. CRS Uganda employs around 150 staff and has its main office in Kampala, with sub-offices in Yumbe, Kyangwali, Kasese and Hoima.
Background
CRS is preparing to implement a new project titled Intensive Mixed Use Agroforestry Systems on household Plots. The specific objective of the project is to increase uptake of agroforestry in refugee host communities in 19 target districts. The key to achieving the objective is to understand the motivation of smallholder farmers in the target districts, and to instill a demand for mixed-use agroforestry uptake from the household level. By placing the household at the center of the project strategy and by connecting both environmental and economic goals, CRS and partners will facilitate the acceleration of land restoration and increase community resilience in the target districts for generations to come.
Job Summary:
You will offer technical expertise, guidance, and assistance on various program design and implementation matters, focusing particularly on larger projects within the scope of the Intensive Mixed Use Agroforestry Systems on household plots project, in alignment with Catholic Relief Services (CRS) program quality principles, donor directives, and industry standards. Your role involves providing support to regional and Country Program (CP) teams to enhance the delivery of high-quality programs benefiting the poor and vulnerable. Additionally, you will advise on identifying key private sector partners and strategies for engaging them effectively. You will also contribute to establishing a baseline for identifying top-performing green business value chains in the 19 districts where the project operates. Your technical expertise, advice, and guidance will play a vital role in assessing the
effectiveness, adaptability, and innovation of CRS’ climate change adaptation and mitigation programming worldwide.
Roles and Key Responsibilities:
•Contribute to the development and implementation of agency-wide strategies, standards, tools, and best practices in green businesses that effectively engage target groups, private sector entities, donors, and governments. Help ensure a cross-sectoral approach integrating gender, protection mainstreaming, and disaster risk reduction.
•Provide technical solutions to regional and CP teams, remotely and on-site, for strategic planning and how to best apply program design and implementation standards, best practices, partnership principles, tools, and M&E, ensuring high-quality implementation.
•Contribute to regional and CP efforts to pre-position CRS for growth opportunities in value chains and Natural Resources-based Enterprises (NRBEs). Lead or contribute to the development of the technical design for large and/or complex proposals, including defining appropriate monitoring systems and indicators. Advise project teams on integrating donor strategies, priorities, and technical requirements into CRS’ approach.
•Contribute to capacity strengthening initiatives in NRBEs programming for staff and partner through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and mentoring and coaching to CP staff.
•Contribute to knowledge management and learning through collecting and analyzing program data, evaluating strategic projects, assisting with measuring program impact, capturing, and sharing lessons learned and best practices, and research and internal reports.
•Establish and maintain relationships with donors, peer organizations, research, and other institutions. Participate in forums in the area of NRBEs to collect and share best practices and promote CRS’ work.
Basic Qualifications
•Master’s Degree in agribusiness or agriculture with over 10 years’ experience in agribusiness required.
•Minimum of five years relevant international working experience in an advisory or management role with progressive responsibilities, ideally with an international NGO, with minimum of three years working for programming interventions in agroforestry value chains.
•Previous experience providing technical assistance and developing successful proposals for external donor funding is required.
•Demonstrated application of technical principles and concepts in NRBEs programming. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
•Experience in business development, project design and proposal development in multi-use agroforestry systems, including technical writing.
•Experience in mentoring, coaching, facilitation, and training applying adult learning principles and practices.
•Experience with program monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation.
•Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
•Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.
Required Languages – Ability to speak English and any of the local languages.
Travel – Must be willing and able to travel up to 60% within the 19 districts of operation.
