ThinkWell is an international health systems development organization focused on using tailored health financing approaches to help low- and middle-income countries achieve universal health coverage. We believe that effective health financing systems are essential to ensuring health services are well resourced, high quality, accessible, and do not cause financial impoverishment by those who use them. ThinkWell employs a “whole-of-systems” approach to health financing. We specialize in five practice areas that intersect with health financing: governance, human resources for health, private sector, public financial management, and research and evaluation. ThinkWell has a growing portfolio of projects in Pakistan and is building a team of talented and motivated staff. ThinkWell is recruiting a Technical Advisor to grow our work in the space of SP4PHC (Strategic Purchasing for Primary Healthcare), a 4-year funded project by Bill and Melinda Gates Foundation and other such upcoming projects in the future. The Technical Advisor will primarily be working on supporting the government of on Strategic Purchasing and Health Financing.
The Technical Advisor serves as a subject matter expert in health financing/ strategic purchasing/public financial management (PFM) and leverages that expertise to support the technical program implementation of one or more projects in Pakistan. The Technical Advisor provides technical advice and strategic guidance to internal project teams and external partners (government ministries, departments of health and related entities, etc.) to promote the design and implementation of evidence-based allocation of resources (strategic purchasing) for PHC/Family Planning services in Pakistan. The Technical Advisor brings strong quantitative and qualitative skills and research capacity (typically in health economics, PFM, health financing/ and strategic purchasing) as well as a solid understanding of the design, implementation, and evaluation of health/family planning policy reforms and a deep understanding of health and family planning in Pakistan.
The Technical Advisor will be based in Karachi (Sindh) and will report to the ThinkWell Country Director in Pakistan.
What you’ll do
Technical Leadership
- Provide direct technical assistance to ensure development of high-quality products, program results and execution across projects in health financing/strategic purchasing/PFM/family planning.
- Contribute to work planning, coordinating external partners, and leading engagement in collaborative projects.
- Develop monitoring, evaluation, research and learning tools, indicators, and plans.
- Ensure production of high-quality learning outputs. Provide written inputs into technical documents, project reports, concepts, blogs, articles and other strategic documents for publication and dissemination on ThinkWell’s website, external sites, and at conferences.
- Communicate with other ThinkWell technical advisors globally to build, share, exchange, and disseminate technical knowledge.
- Support and mentor outstanding team members in the area of health financing, health systems and strategic purchasing; dotted line management responsibility for technical team members.
- Collaborate with other parts of the organization to design technical training and development activities that will support and build professional development.
- Any work assigned by the line manager/supervisor.
- Represent ThinkWell in Pakistan to influence ongoing discussions around health financing reforms more broadly and the purchasing of primary health care and family planning services using learnings from ThinkWell’s work in-country and abroad.
- Build project portfolio in health/family planning/SP/PFM etc in collaboration with Design Lab, program managers, and other firm and country leaders.
- Collaborate with Design Lab to collect and pursue new business information and contacts
- Publish papers, articles, and blogs. Present at conferences/participate in technical working groups on ThinkWell project-related technical innovations, priorities, and results. Build ThinkWell’s reputation as a thought leader in the field.
- Consult and coordinate with key stakeholders within government, donors, and other entities to build the ThinkWell program division and reputation.
- Play a firm-wide leadership role and participate in company initiatives and teams to build intellectual and human capital in health financing.
Organizational Leadership and Development
- Represent ThinkWell in Pakistan to influence ongoing discussions around health financing reforms more broadly and the purchasing of primary health care and family planning services using learnings from ThinkWell’s work in-country and abroad.
- Build project portfolio in health/family planning/SP/PFM etc in collaboration with Design Lab, program managers, and other firm and country leaders.
- Collaborate with Design Lab to collect and pursue new business information and contacts
- Publish papers, articles, and blogs. Present at conferences/participate in technical working groups on ThinkWell project-related technical innovations, priorities, and results. Build ThinkWell’s reputation as a thought leader in the field.

Requirements
1. BA/BSc and 8+ years of experience or graduate degree and 6+ years of experience.
2. Relevant work experience in a management consulting firm, bilateral or multilateral development agency, and/or international non-governmental organization preferably in Pakistan.
3. Work experience in health systems/ PFM/health financing is preferable.
4. Extensive experience with project monitoring and evaluation in the area of health financing.
5. Demonstrated ability to be a respected team player for political engagement and citizen participation in complex local government-based health planning and participatory budgeting for health.
6. Demonstrated interest and ability in growing staff, mentoring, and coaching junior professionals.
7. A thoughtful systems thinker with a grounded, pragmatic understanding of the complexities of our work.
8. Recognized as a leader in the area of technical specialty; strong international, professional network in the field.
9. Demonstrated ability to engage effectively with external strategic partners, donors, and stakeholders.
10. New business development, proposal writing, and fundraising experience.
11. Full written and verbal fluency in English as well as in Urdu.
12. Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities, and orientations as well as across work areas.
13. Ability and willingness to travel in-country and internationally. The incumbent will be expected to travel within Pakistan and periodically outside of Pakistan to attend ThinkWell meetings.
