Overview:
IBTCI is seeking a Technical Advisor/Subject Matter Expert for Humanitarian Assistance (Senior) for the Department of State funded, West-Bank, Gaza, Lebanon, Third-party Monitoring Services for Humanitarian Assistance to Palestinians Activity. The project aims to provide support to PRM’s ongoing oversight of humanitarian assistance for Palestinians in Gaza, West Bank, and Lebanon through in-person and remote observation of implementing partners’ (IPs) program activities and through the collection and independent analysis of partner performance and risk management data.
The Senior Technical Advisor/Subject Matter Expert will provide technical direction to the contract, and quality assurance on all deliverables. This position is not anticipated to be full-time and will be based in HQ.
Responsibilities
Essential Duties/Tasks and Responsibilities:
- Ensure all data collection tools, reports, and deliverables are appropriate for use in humanitarian settings and appropriate for with vulnerable populations.
Qualifications
Minimum Requirements:
- Advanced degree in social sciences, humanitarian policy, or other relevant technical or sectoral expertise.
- Experience implementing or monitoring humanitarian assistance, including for public international organizations or international non-governmental organizations (NGOs).
- Demonstrated in one or more technical sectors of PRM-funded partner intervention, such as food security, protection, health, WASH, shelter, cash-based interventions, etc.
- Strong English speaking/writing ability.
- Experience in Middle East region required.
Education:
A bachelor’s degree in international affairs, social science, Statistics, or a related field. A master’s degree is preferred.
Preferred Knowledge, Skills and Abilities:
- Familiarity with the operational context and challenges in conflict-affected or fragile environments.
- Strong analytical, interpersonal, and team management skills.
- Experience with data visualization tools and infographics is a plus.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
Work Authorization: Candidate must be authorized to work in the U.S.A.
