Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:

Under the overall supervision of Regional Crisis Coordinator and direct supervision of the Senior

Technical Advisor (Water Sanitation and Hygiene – WASH) for Gaza Response, the Technical Advisor (WASH) will develop, manage and implement projects within the WASH portfolio, spanning from the emergency phase to mid-term or transition-to-recovery.

Core Functions / Responsibilities:

  1. Contribute to the development and implementation of a WASH strategy in the immediate, short, medium, and long term.
  2. Ensure the implementation of projects within the WASH programme in accordance to the different projects’ specifications and donor requirements.

  1. Substantively support the development of processes and WASH assessments in compliance with technical specifications for the implementation of the required WASH activities and services in alignment to international and national standards and donor requirements.
  2. Backstop the financial management of projects, ensure that the budget lines are respected, and recommend the effective use of funds.
  3. Supervise relevant WASH team members. Participate in recruitment processes, train and provide capacity building opportunities, provide inputs on performance and assist in resolving team conflicts.
  4. In coordination with the Resource Management Unit and Procurement and Logistics Unit, manage relevant WASH project procurement efforts for supplies and services, in line with IOM, Partners’ and donor’s rules, regulations and guidelines. Coordinate contractual agreements with service providers and/or implementing parties.

  1. Contribute to the development of the agenda and strategy of the WASH cluster, and substantively participate in meetings and technical working groups.
  2. Coordinate with the WASH cluster for the release of common pipeline supplies, as per the cluster needs prioritization and SOPs, ensuring compliance with all accountability requirements (e.g. request forms, distribution reports, etc.) established by the common pipeline management agency.
  3. Ensure the dissemination and down streaming of all information and communications to stakeholders and WASH team members in a timely manner. Prepare project and other reports and updates.
  4. Implement the Monitoring, Evaluation and Learning framework that leads to continuous improvement and fine tuning of systems and processes.
  5. Ensure cross-cutting issues are integrated in the WASH projects such as Gender Based Violence (GBV), Accountability to Affected Populations (AAP), Environment and other cross cutting issues of relevance.
  6. Perform such other duties that may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in civil engineering, Chemical Engineering, Mechanical Engineering, Environmental Engineering, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in developing and managing WASH activities in developing countries, preferably incountries facing humanitarian crises and in support of emergency responses;
  • Experience in implementing WASH programs in the middle east region;
  • Experience in the development and implementation of WASH infrastructure, including contractmanagement;
  • Cluster Coordination Experience would be an added value; and,
  • Knowledge or experience in Shelter, Camp Coordination and Camp Management -CCCM, Settlement Planning, would be of added value.

Skills

  • Excellent Monitoring and Evaluation (M&E) Skills; Managerial Skills; Organizational Skills;• Knowledge of computer assisted design and modeling software such AutoCAD, Epanet and those useful for the design of drainage, flood modeling;
  • Ability to work with limited supervision; and,
  • Works effectively with Donors, local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
