The program will focus on support to the Ministry of Health to address challenges in supply- chain management of medical commodities with four Outcomes and four Outputs, as follows:
Outcomes
- Optimized distribution efficiency, projection and planning improved cost savings and enhanced reliability of the national procurement and supply chain system for HIV, malaria and TB health commodities across all tiers of public and private healthcare sectors
- Improved availability, access and coverage of essential drugs and diagnostics at community health center, sustaining capacity of health and laboratory facilities to deliver TB, malaria and HIV prevention and treatment programs,
- Improved accountability, transparency and integrity of the health supply chain, and empowering frontline health workers with more control and oversight over the prevention, treatment, and care services they provide.
- Efficient processes and enabling environment to regulate and manage healthcare and laboratory waste, towards a more sustainable and resilient human and environmental health system
Outputs
- Introduction and scale up of the SMILE digital technology, a cloud-based electronic logistics management information system (e-LMIS), for tracking health and laboratory commodities, as well as healthcare waste, across malaria, TB and HIV programs.
- Comprehensive online dashboard for real-time visualization, data analytics and forecasting of key operational information and performance indicators, to inform planning and decision making for supply chain and healthcare waste management at all levels.
- Strengthened institutional and workforce capacities on the use of the SMILE dashboards and application in health centers and health services, laboratories and across the healthcare waste chain network; and expanded number of active users and flow of transactions from Primary Health Care into SMILE system, National Policies, SOPs, strategies and manuals/guidelines for the national health products procurement and supply chain management systems that include the use of a cloud-based eLMIS (SMILE) in logistic chain management of HIV, TB and malaria health commodities, laboratory supplies and healthcare waste
- Under the supervision of the Technical Specialist and working closely with `Project Managers, the Technical Analyst (Data Management System) supports the team in the development and management of the UNDP SMILE project portfolio. The main role of the Analyst is to provide key guidance to project managers and other relevant stakeholders, support new partnerships with development partners and the private sector to strengthen the implementation of SMILE project while also assisting the technical specialist in managing the data management system of the programme by providing project assurance and technical assistance to projects when required as well as conducting overall monitoring and other relevant operational functions.
- The Technical Analyst (Data Management System) will supervise some relevant project teams and work in close collaboration with programme and operations units in the CO, technical advisors, experts, Government officials, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP programme.
- Reporting directly to Technical Specialist for SMILE Project/SMILE Project Manager and working closely with Project Managers, the Technical Analyst (Data Management System) supports the team in the development and management of the UNDP SMILE project portfolio.
Duties and Responsibilities:
Support the Technical Specialist in providing strategic inputs for the design and implementation of programmes/ projects:
- Assist the technical specialist to design data architecture and develop data structure for SMILE Platform
- Troubleshoot the cases related to data issues
- Quality Assurance on data processing and analytics
- Ensure Algorithm and statistical analysis are tested and can be generated into analytical dashboard.
- Ensure the data quality by cleaning the error and handling
- Extract actionable insights from data, transforming it into a strategic for monitoring and evaluation.
- Able to utilize data visualization tools like Tableau or Power BI or Phyton based tools for presenting complex data in an easily understandable format, facilitating effective communication with stakeholders.
- Provide inputs and strategic recommendations for the development of relevant programme/project proposals in line with UNDP’s SMILE Project and support to data management area.
- Provide policy advice and technical support to the design and implementation of programmes/projects in the portfolio through consultation with the Government, donors, UN agencies, NGOs/CSOs and other partners.
Support the formulation exercise by facilitating engagement with stakeholders, inputs from relevant advisors and consultants, and proper preparation of project/programme documents in line with UNDP’s procedures.
- Assist in conducting analyses of the programme/project portfolio to assess its effectiveness in contributing to the intended outcomes and develop strategies to address identified weaknesses.
- In close consultation with the relevant outcome board(s), identify areas for support and intervention within the outcome areas assigned and any need for outcome level revisions that may be necessary to maintain UNDP’s relevance within the context of the country’s evolving development situation.
- Support the implementation of capacity development strategies to enhance the quality and impact of programmes/projects under his/her supervision.
- Ensures gender-related economic, environmental, public research and analysis, to contribute to the formulation of policies, programme interventions, procedures, guidelines and tools.
Support to the management of the project/programme, including ensuring effective quality assurance and oversight, and application of Results Based Management across the portfolio:
- Provide support to the effective management of large and strategic national and regional programmes and projects.
- Ensure effective application of RBM tools and project/programme monitoring and evaluation procedures and guidelines to promote achievement of outcome level results. In collaboration with the project management units, provide support in the development of project annual workplans, including detailed plans for procurement and recruitment of goods and services.
- Provision of effective support in monitoring SMILE programme and projects to ensure they are progressing according to plan, and assist project authorities to problem-solve and implement corrective measures.
- Ensure proper follow up on audit recommendations.
- Contributed to the preparation of project reports for donors.
Assist the Technical Specialist in creating strategic partnerships, and in the implementation of a resource mobilization strategy related to specific high-priority projects
- Assist in maintaining strategic partnerships with key development partners in government, private sector, civil society, and academia to garner the resources and support required for an effective portfolio.
- Provision of support in strengthening cooperation with key stakeholders Support the communication of the SMILE Project in order to facilitate resource mobilization from various sources such as global trust funds, bilateral donors, and the private sector.
- Facilitate information sharing and dialogue within the donor community.
Production and dissemination of lessons learnt across the portfolio and ensuring effective cross-project and cross-unit knowledge fertilization:
- Support knowledge generation and knowledge sharing based on programme/project experiences, and, when appropriate, make contributions to knowledge networks and communities of practice.
- Compile key sources of information and best practices for projects and thematic issues within the portfolio and facilitate access to this information by programme and project staff and other relevant counterparts. Maintain knowledge and advocacy networks which are linked to thematic issues or projects within the portfolio.
- Prepare briefs, talking points, and other documents as required by Technical Specialist and Team Leader Country Office
- Ensure that key programme and project results data and promotional material are available to showcase the progress, achievements and impacts of SMILE’swork in the data management system area.
- Conduct training programme for project staff as necessary in data management related matters.
- Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming.

Required Skills and Experience:
Education:
- Advanced university degree (master’s degree or equivalent) in public health, economics, computer science and statistics, is required.
- A first-level university degree (Bachelor´s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master´s degree.
Experience:
- Up to 2 years (with Master´s degree) or minimum 2 years (with Bachelor´s degree) of relevant hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments.
- Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.
- Experience working with the private sector, CSO, universities will be highly desirable.
- Experience in working with national and subnational, development agencies, and or international agencies in health, economics, and research.
- Experience in preparing monitoring reports on research design, progress and results.
- Experience in handling troubleshoot the cases related to data issues.
- Experience in quality assurance on data processing and analytics.
- Experience in data visualization tools like Tableau or Power BI or Phyton
- Proven experience with or academic exposure to statistics, data mining, pattern recognition
- Proven experience in quantitative research with experience of projection modelling is a strong asset.
- Proven experience in qualitative and participatory research as additional asset.
Required Languages:
- Fluency in English and Bahasa Indonesia (at working level) is required
