OBJECTIVES OF THE PROGRAMME
The HIV, Tuberculosis and Hepatitis, including other Sexually Transmitted Infections (HTH) Team is part of and contributes to the work of the Universal Health Coverage – Communicable and Non-communicable diseases (UHC/UCN) cluster of the WHO Regional Office for Africa. The work of the UCN cluster is guided by its strategic agenda: “disease burden reduction through using analytics to inform tailored interventions and guide disease control investments”. Objectives pursued by UCN thereby – to which the HTH team and all members of the HTH team contribute – are to: (i) provide leadership on disease control coordination, partnership and resource mobilization; (ii)contribute to the development of WHO disease control technical products, services and tools including adoption of new technologies and innovations; (iii) support generation and use of strategic information for action and decision making including optimizing investment; and (iv) facilitate country support -Technical assistance in deployment of WHO technical products and institutional capacity building including support to national disease programmes and regulatory authorities – towards improved program governance, improved interventions coverage and improved interventions quality. UCN investments towards these objectives are developed and delivered as guided by two guiding principles: comprehensive whole of society approach; and people-centered, integrated approach.
The comprehensive whole of society approach involves coherent implementation of a triple response to priority diseases: (a) technical response involving deployment of disease specific normative guidance, and intervention mixes and medical commodities; (b) health systems response involving health systems capacity strengthening especially in disease mapping and stratification, Interventions tailoring, and integrated sector/subsector planning; and (c)multi-sectoral response involving empowerment of prioritized high risk communities and their non-health and private sector stakeholders and philanthropies, to manage socio-economic and environmental determinants of diseases, and demand accountability from local health systems stewards.
The people centered, integrated approach to disease control involves: (a) integrated disease control guidance specific for each health service delivery platform, a move away from stand-alone disease specific operational manuals; and (b) integrated disease control investing in strengthening the capacity of each health services delivery platform to deliver optimally for disease control as well as life course programmes, deploying technologies and analytics to guide stratification of diseases risks across population groups, develop and deploy comprehensive packages of interventions specific to the population group that enters the health system through each health service delivery platform, and monitor interventions access, coverage and impact on each population group to leave no one behind.
DESCRIPTION OF DUTIES
The incumbent is expected to serve as an officer coordinating HIV/TB/Hepatitis/STIs (HTH) technical assistance and on resource mobilization: To contribute the implementation support of the regional framework for an integrated multi sectoral response to TB, HIV, STIs and Hepatitis in the WHO African region (2021-2030) by playing a key role in coordination of country cooperation for impact into UCN cluster to countries, through facilitated harmonized approach to all aspects of technical support; contributing to and facilitating the development adaptation and review of existing policy, strategic plans, guidelines; contributing to capacity building to respond to current and future needs of the various aspects of prevention, scale-up, access to medicines, case management, drug resistance, quality-assured laboratories and contributing to the development and management of workplans and budgets within the framework of WHO Staff Rules and Regulations, financial rules and AFRO accepted procedures. To provide expert coordination to countries for the dissemination, development and implementation support of coordinated strategies for increased and equitable access to health sector interventions through people-centered and integrated approaches in strengthening HTH and STIs comprehensive prevention, scale-up, access to medicines, case management, drug resistance, quality-assured laboratories services, strategic information within the framework of WHO Resolutions and regional and global strategies, including the implementation of normative tools and protocols, and capacity-building at country level.
To contribute to the coordination of interventions within UCN cluster, with other clusters, ISTs, MCAT, countries and regional agencies and governmental institutions to ensure the harmonization of country cooperation for support based on evidence-based progress and outcomes at country level. To coordinate with all programmes in the UCN cluster and other clusters for the development and implementation of funding requests inter linked with HTH and STIs programmes and advocacy strategies, as well as to advise regional and national partners on resource mobilization for the country cooperation. To coordinate implementation of the AFRO framework agreements for partnerships on AIDS, TB, STIs, Hepatitis and crosscutting activities (e.g.: USAID, PEPFAR, Global Fund, UBRAF ….)To collaborate within HTH team on the generation of analytics-driven strategic information, best practices from the WHO technical assistance impact for disease control agenda setting and interventions tailoring, contributing specifically to the performance monitoring and assessment of the achievement of HTH and STIs regional integrated framework objectives and outputs through prescribed systems, tools and lead the development of report related to the impact of WHO technical assistance. To ensure compliance in performance monitoring, assessment and harmonization of plans of country cooperation support on HTH and STIs between the Regional office and country office, WHO/HQ and manage the HTH/STIs WHO international consultant’s roster. To collaborate with HTH Team Lead strategic and operational planning processes in the development of work plans and budgetary proposals, To perform other related responsibilities as assigned, including replacing and back stopping for others as required.
REQUIRED QUALIFICATIONS
Education
Essential: Master’s degree in public health, health economics, public or business administration, social sciences, communication, International Relations, or other relevant fields.
Desirable: Degree in health strengthening related discipline, complemented by a training in international development studies.
Experience
Essential: At least seven (7) years’ experience in overseeing strategic country cooperation with results focused approach to the management of disease control programmes together.
Desirable: Experience with project management with intergovernmental agencies, the UN System or WHO Knowledge of communicable diseases and related program implementation and evaluation. Sound knowledge of policies, strategies, guidelines, and public health interventions
Skills
Demonstrated negotiating and organizational skills with the ability to advise and encourage coordinated and harmonized approach in the field of public health interventions. Proven track record in the development of strategies and approaches as related to country support in the implementation and management of health programmes, including the development and implementation of norms and standards, and effective reporting mechanisms and systems. Excellent communication and presentation skills with ability to write in a clear and concise manner and give technical advice and guidance taking into consideration the views of multiple stakeholders and partners in resource-limited contexts; and to participate in resource mobilization and advocacy activities. Proven interpersonal skills with ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics. REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3338 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
