The Executive Director’s division (EDD)together with the Business Operations Division (BOS), provides the vision andleadership through which country offices and technical divisions are supportedin the efficient delivery of the General and European Programme of Work(GPW/EPW) and the WHO Programme Budget. It encompasses the enabling functionsof resource mobilization, communications, programme and resource management,staff development and learning, and support to governing bodies of the EuropeanRegion. EDD has overall responsibility for the planning, execution, andevaluation of WHO programmes at the regional and country levels and instrengthening the alignment and joint work across the three levels of theOrganization. It is also responsible for the management of corporate resourcesand the effective and efficient allocation of such resources to achieve theresults laid out in the GPW/EPW.The Resource Mobilization (RMB) unit advises theWHO Regional Office for Europe on its external strategy for relations andcooperation with key resource partners, including leading and coordinating WHO/Europeresource mobilization activities across offices in the Region in support of theimplementation of the GPW13 and of the EPW. The unit also has theresponsibility of managing the thematic flexible funds within WHO/Europe. The unitis required to work closely with other EDD units, BOS units, all technicalunits, WHO country offices and staff in WHO headquarters and other regions.
To providespecialized administrative support and advice to staff at all levels regardingresource mobilization processes and tools. To act as the key administrativeresource for the use and oversight of the Contributor Engagement Management(CEM) system, used by the whole of WHO/Europe. To support the RMB team members inthe day-to-day programme management, financial and operational /administrativefunctions as well as communications with WHO/Europe technical programmes andstaff.Key duties: Acts as superuser of CEM within the Regional Office(RO) and vis-a-vis WHO headquarters. Ideates and provides both ad hoc andstructured briefing and expert guidance to staff at all levels on resourcemobilization practices and procedures including on the use of the WHO CEMsystem at all clearance stages. Organizes and provides regular in-housetraining to WHO staff within the RO and country offices on the use of CEMincluding to people with approvers’ role (directors and WHO Representatives). Guidesstaff in the use of correct standard proposal and agreement templates; Ideatesand develops documentation and briefing materials as may be needed. Maintains thenecessary information repositories and ideates monitoring tools to ensureefficient workflow. Conducts first level review and triage of incoming fundingproposals and agreements, liaising with the technical units and WCHOs as neededand facilitates the preparation of proposals and supporting documentation asmay be needed. Provides support and advice to RO units and countryoffices in the creation of funding opportunities in the CEM system and ensuringthat right units are included in clearance chains (certifying officer for allproposals and agreements). Liaises with relevant units in WHO headquarters (CRMand PRP) on resource mobilization related questions including on CEM. Prepares draft routine correspondence and standardletters of donation, analyzes incoming correspondence and requests,researching, obtaining and attaching background information where required, orredirecting them as appropriate, drawing the attention of the staff concernedto urgent items and deadlines. Revises unit correspondence, reports, anddocuments for proper form and (non-technical) content. Provides basic workplan management of the RMBactivity workplan and acts as focal point for leave administration for the RMBunit.Makes administrative arrangements for country andinter country activities including preparation of various committal documentsrelated to procurement of goods and services, arrangements of study tours andduty travel in accordance with the approved work plans. Provides administrative and logistical assistanceto the RMB team in the context of the organization of both internal andexternal meetings (working groups, seminars/courses, workshops, and symposia),i.e.: makes administrative preparations, including logistics. Takes notesduring meetings. Assists in the preparation of relevant background and reportsas well as other relevant follow up.Establishes and maintains the unit’s electronicfiling system of documents and correspondence. Creates background files andcompiles reference material as appropriate. Acts as the entry point for incoming inquiries fromusers and counterparts. Responds to and acts on telephone enquiries. Assessesthe critical nature of technical enquiries and resolves or refers them toappropriate staff for reply. Coordinates appointments for supervisor andorganizes programmes for visitors.Performs other related duties as required orinstructed, including providing support to other areas of work as assigned andreplacing colleagues in the team as may be required.
Essential: Completion of secondary school or equivalent.
Desirable: Relevant higher education courses in the area of officeadministration/managementor similar.
Essential: At least 8 years of progressively responsible experience in theadministrative/ office support field, including several years âexperience in an international environment orinstitution.
Desirable: Experience with WHOresource mobilization procedures and systems/tools. Relevant experience in WHO or in the UN.
Proven strong organizational skills anda structured approach to work. Demonstrated strong interpersonal skills and ability tofunction well in a multicultural environment.Proven ability to adapt to and take efficient actionamongst competing priorities Demonstrated ability to work in afast-paced environment while retaining high attention to detail. Documented skills in organization ofdocumentation and records. Emotional intelligence: ability to identify andmanage one’s own emotions, as well as helping others to do the same.

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at DKK 382,145 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
