I. MSF INTERNATIONAL
Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.
MSF International is the legal entity that binds MSF’s 24 sections, 25 associations and other offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.
II. POSITION BACKGROUND
The Information Systems Management (ISM) platform has been mandated by MSF’s executive governance body, the Full ExCom, to lead the development of an international information systems management strategy seeking to optimise interoperability of information technology / information systems (IT/IS) across MSF in priority areas. The ISM aims to promote targeted innovation in IT/IS and is responsible for setting standards for IT/IS architecture and technology development.
As the role of IT/IS in MSF becomes central to each of its activities in support of the mission, the ISM is currently requested to advise on an ever-increasing array of dossiers, initiatives, projects and activities related to information systems (IS) or including a major IT component. In the last few months, the ISM has put in place various structures and processes to effectively manage the ever-increasing workload.
As part of its evolution, the ISM has decided to create a number of working groups that will be tasked with delivering various pieces of IT/IS work for the whole movement. The ISM working groups consist of IT/IS specialists from different MSF entities whose collective efforts will support the ISM in achieving its objectives. The Technical Delivery Manager will play an integral role in making sure that the outputs of the working groups meet the expectations of the ISM as well as the originators of the new and existing IT/IS initiatives.
III. PLACE IN THE ORGANISATION
The Technical Delivery Manager will:
- Report to the ISM Portfolio Manager
- Work closely with the members of the ISM platform, the ISM coordination team, the ISM working groups, staff of MSF’s Shared IT Services (SITS) and other stakeholders from the IT community
IV. OBJECTIVES OF THE POSITION
The purpose of the position of Technical Delivery Manager is to support the ISM in delivering its objectives by coordinating the various ISM working groups. The work of this role is results-based, so development and tracking of key metrics for each working group will be needed.
Specific objectives include:
- Implement and maintain the ISM request management process in collaboration with the rest of the ISM coordination team
- Develop and maintain a network of IT/IS staff and other technical professionals in the movement who will participate in ISM working groups
- Ensure appropriate liaison and collaboration across working groups as needed
- Ensure transversal communication and coordination with MSF SITS focal points who are based in Prague
- Support organisation of ISM portfolio and administration
V. MAIN RESPONSIBILITIES
The responsibilities of the role include the following:
- Analyse requests, create and manage supporting documentation, perform all needed communication and notifications in the workflow
- Ensure the working group structures are adequate (i.e., ensure roles in working group ToR are filled and followed, produce minutes, report on deliverable status, escalating to the ISM, etc.)
- Maintain an up-to-date catalogue of MSF IT/IS department organisational charts
- Regularly join working group meetings and provide support to working group chairs for meeting facilitation
- Fill in for chair of working group(s) as needed
- Support chair in development of working group dynamics, including smooth meeting facilitation, improved communication methods, line management, etc.
- Report status on working group deliverables to the ISM
- Provide administrative support to the ISM coordination team as needed (e.g., meeting minutes, document management, etc.)
- Assist in developing closer relationships with external entities as needed (e.g., NetHope, Gartner, etc.)
Requiremnets
- IT/technical generalist
- Minimum 3 years’ experience in a similar position
- Clear track record for project/roadmap delivery in technical initiatives
- Experience in group facilitation, orchestration, conflict resolution, and consensus building
- Experience of navigating complex organisations
- Some experience in project management/business analysis
- Excellent communication and networking skills
- Ability to set priorities against the backdrop of sometimes conflicting agendas, lack of capacity, etc.
- Fluent in English
- Other languages (e.g., French, Spanish, Arabic, Czech) are an asset
Specific Requirements:
- Knowledge or understanding of MSF field reality is an asset
- Ability to join working group meetings, which mostly take place EMEA business hours (CET +/- 2hr)
