Position Overview

Pact seeks a Deputy Chief of Party/Technical Director for the anticipated USAID Madagascar Access Miahy Activity.

USAID Access Miahy’s goal is to accelerate sustainable reductions in maternal, neonatal and child morbidity and mortality through increased access and availability of quality primary health care (PHC) services.

Access Miahy will continue building the capacity of Ministry of Public Health (MOPH) actors and other relevant stakeholders at district, facility and community levels to design, develop, manage, deliver, monitor and evaluate health services and programs aligned with the intervention packages in their catchment areas.

USAID Access Miahy is anticipated to be a $50-$99M cooperative agreement; the anticipated release date is August 16, 2024, with an anticipated award date of October 31, 2024.

This position is subject to project award; please note that the position title, requirements, and responsibilities are subject to change depending on USAID’s final qualifications for this role.

Key Responsibilities

  • Lead the design and delivery of high-impact RMNCH/FP/nutrition and malaria interventions in collaboration with key national and regional stakeholders, ensuring adherence to internationally endorsed and recognized guidance on RMNCH, malaria, and nutrition services.
  • Supervise, coach, and mentor a team of technical personnel, ensuring they support the project’s overall strategic approach, its integration into the M&E plans, and its coordination throughout all levels of the Government of the Republic of Madagascar.

  • Monitor implementation of activities to ensure timely completion of objectives and targets.

  • Lead the development of annual workplans activities in collaboration with project staff, USAID, and MOPH and ensure successful implementation of planned activities through continuous coordination with key stakeholders.
  • Foster co-development and implementation of technical activities with sub-national government stakeholders with clear benchmarks for strengthened government capacity and transition of key activities during the life of project.
  • Coordinate technical contributions from project partners with guiding principles of integration and capacity strengthening.
  • Develop contractual deliverables (quarterly, annual, field project evaluations, etc.) in conjunction with other key staff and external evaluators.

  • Work closely with project staff and implementing partners to identify, document, and disseminate best practices.

  • Develop and present papers at local, regional, and international forums to share experiences and best practices developed through project activities.

Basic Requirements

  • Master’s degree and 9+ years’ relevant experience or equivalent combination of education and experience (experience included 5 years of management experience) or Bachelor’s degree and 11+ years relevant experience or equivalent combination of education and experience in a relevant field, including 5 years of management experience.

    Requirements are subject to change after the final solicitation is released by USAID.

  • Experience within Madagascar or similar environments, incorporating elements of improved access to primary health care services at all levels of the health system.

  • Demonstrated flexibility, adaptability, and the ability to perform and collaborate in complex and politically sensitive project environments.

  • Previous experience working on USG-funded health programming in Madagascar.

  • Demonstrated leadership and technical management skills.

  • Demonstrated ability to work in complex environments, and work with and between different stakeholders, including local organizations, government institutions, private sector entities, and US Government agencies.

  • Demonstrated skills in problem solving and consensus building.

  • Fluency in English, Malagasy, and French (oral, writing, and reading)

  • Ability to travel within Madagascar and occasionally internationally.

Preferred Qualifications

  • Knowledge of the political, social, and economic context of Madagascar.

    Health

  • professions degree strongly preferred.
  • Experience designing or implementing gender- or youth-sensitive health programming.
  • Malagasy nationals are strongly encouraged to apply.
