Overview

The Technical Director (TD) provides technical vision, leadership, and oversight, and ensures technical excellence for a USAID-funded RISE (Reaching Impact, Saturation and Epidemic Control) project supporting COVID-19 (GVAX) and Global Health Security (GHS) in South Africa. Working with project leadership, the TD guides development and implementation of the project strategy and ensures the project achieves strategic objectives. They are a recognized expert within their specialization and apply significant, in-depth and / or high degree of breadth of expertise in public health and global health security programming, including the application of knowledge in broader related areas. The TD defines highly complex interventions and activities for workplanning and acts as a key partner in strategy implementation/development for workstreams under the project. They act as a strategic thought partner in collaboration with key stakeholders (including MoH, donor, and implementing partners) as well as within the senior management team; they play a key role in defining the scope, budget, workplan for overall program(s), plans, activities at the functional level, along with development of supporting required policies. The TD leads and manages a team of technical professionals / specialists and oversees the technical integrity and quality assurance of the interventions.

Responsibilities

  • Provides senior level, high quality technical assistance by combining up-to-date industry knowledge and best practices with strategic program expertise, guidance, and advice for project planning and implementation
  • Identifies, recommends, and effectively executes technical best practices of varying complexities and supports their utilization, in collaboration with team members and project leadership, ensuring that project is technically sound, evidence-based, and responsive to the priorities and needs of the country and donor
  • Conceptualizes, designs, and develops plans for implementation and measuring success of activities and initiatives in alignment with the vision, strategic plan, and organizational priorities
  • Ensures team adheres to organizational frameworks and methodologies related to overall activities within the project scope and workstreams, to achieve project goals and to strengthen performance
  • Assesses and analyzes issues that impede progress and develops and tests appropriate strategies for long-term, sustainable resolution, with a focus on local capacity building
  • Manage, coaches and mentors project technical team, with a focus on performance improvement, capacity building, and sustainability
  • Actively contributes to the development of program documentation and deliverables (including but not limited to annual and semi-annual reports, abstracts, evidence briefs, communication deliverables) and supports implementation of knowledge management approaches
  • Ensures compliance with Jhpiego, JHU, local South Africa, and donor operational policies and regulations
  • Acts as representative of the project on behalf of Jhpiego, as needed and appropriate
  • Cultivates and builds new partnerships with organizations and stakeholders with the aim of increasing efficiency of implementation

  • Keeps others informed and up-to-date about the status / progress of projects and all relevant / useful information related to day-to-day activities
  • Stays knowledgeable of practices and procedures and keeps abreast of emerging trends for own functional area
  • Maintains a culture of risk management and control, supported by effective processes in alignment with organizational mission, goals and objectives and regulatory requirements

Required Qualifications

  • Medical/Nursing professional with Master’s degree required
  • Minimum 10 years of experience related to respective functional area or an equivalent combination of education and experience
  • Experience working with medium to large sized donor funded INGOs; experience working with USAID-funded organisations will be an added advantage.
  • In depth knowledge of South African public and private health environment
  • Experience in working with key stakeholders, e.g., NDoH, NICD, SAHPRA, etc.

  • Demonstrated use of initiative and ability to make appropriate linkages in work requirements and anticipate next steps
  • Strong presentation and communications skills, oral and written English language skills
  • Proficiency in computer applications to include MS Office: Word, Excel and PowerPoint
  • Ability to travel local and international
