Position description
Chemonics International Inc. seeks interested and qualified individuals for the Technical Director position to lead the anticipated five-year $10-24.99 million USAID-funded Strengthening Systems for Health Security Activity (SSHS) in Peru.
The purpose of this SSHS activity is to help Peru build robust capabilities in preventing, detecting, and responding to infectious disease and health threats to ensure national and global health security (GHS) by working on the following three objectives: 1) Better prevention of infectious diseases through the reduction of disease transmission from animals to human populations; 2) Better detection of infectious diseases through improved surveillance systems; and 3) Effective response to infectious disease outbreaks through a skilled and competent health security workforce.
The Technical Director will support the Chief of Party (COP) in providing overall strategic direction and leadership for the project; managing the development of technical strategies and work plans; monitoring programmatic, financial, and administrative performance; supervising the administration of standard project operating and financial procedures; managing short- and long-term technical assistance; and maintaining effective communication with the client, the headquarters office, the public and private sectors, and other donors and cooperating agencies.

Key Responsibilities:
- Provide leadership, oversight, management, and overall coordination of technical activities under the supervision of the COP and in coordination with the senior management team;
- Support local government health authorities in conducting data-driven epidemiological analyses to inform strategic decision-making and program direction;
- Coordinate the technical team and sub-recipients to ensure the full and accurate implementation of the activities, achieving the program’s results and objectives while complying with USAID rules and regulations;
- Collaborate closely with USAID and project partners to adjust technical approaches as needed, refining work plans annually and ensuring high-quality technical contributions from all partners.
- Collaborate with the COP to oversee and review all technical writing products and deliverables, including annual work plans, performance management reports, and strategic communications such as lessons learned and success stories;
- Develop and maintain relationships with USAID, key government of Peru counterparts involved in One Health-related areas such as animal health, agriculture, environmental protection, and biodiversity management, as well as other key stakeholders in the private and public sectors at the community, country, and international level;
- Ensure all program assistance is technically sound and appropriate for the local context and integrate innovative practices, emerging knowledge, and international best practices into program activities;
- Actively engage with public health partners, professional associations, civil society organizations, and local research institutions to leverage resources, promote best practices, encourage collaboration, and ensure the project’s success is guided by data from monitoring and evaluation efforts;
- Supervise a team of technical staff to ensure effectiveness and quality of technical assistance provided; and
- Performs other duties and responsibilities as required.
Qualifications
- An advanced degree in public health, international development, health systems strengthening, or related fields such as infectious disease, tropical medicine, epidemiology, animal health, veterinary sciences, environmental science, or One Health
- Minimum five years of demonstrated experience in managing public health programs, health systems strengthening programs, infectious diseases or global health security programs in Latin America; experience in Peru preferred.
- Demonstrated knowledge of USAID rules, regulations, policies, and procedures as they relate to project and program compliance and reporting;
- Demonstrated ability and desire to work effectively with government agencies, USAID or other donors, the private sector, sub-recipients, and local partners to achieve program targets;
- Demonstrated experience in leading and implementing Diversity, Equity, Inclusion, and Accessibility (DEIA) initiatives that are integrated into technical strategies and team in similar programs in the region preferred;
- Excellent communication, presentation, and writing skills in both English and Spanish required;
- Strong problem-solving skills and ability to address programmatic and technical challenges.
- Demonstrated leadership, versatility, and integrity; and
- Ability to live and work in Lima, Peru, with travel to the Peruvian regions as required.
