Chemonics seeks a Technical Director for an anticipated five-year USAID/Indonesia Health Systems Strengthening (HSS) Activity. This activity aims to improve the efficiency and effectiveness of the Indonesian health system by strengthening the local institutional architecture within the system’s financing, information, and HRH functions to boost accountability and resilience. The activity will work to establish pathways for maternal and child health, tuberculosis, HIV, and global health security programming to provide equitable access to quality, affordable, and essential health services to sustain short-term gains and improvements in health outcomes.

The Technical Director will report to the Chief of Party and shall be responsible for the technical direction and outcomes of the Indonesia HSS activity. shall be a public health expert with extensive experience contributing to results on health systems strengthening (HSS) programs. They will be required to have expert knowledge and experience in HSS and the provision of related technical assistance in Indonesia and will therefore be expected to have skills and experience in health financing, leadership and governance, capacity building, and human resources for health. The position is expected to be based full-time in Jakarta, Indonesia, and is contingent upon award of the activity to Chemonics.

Responsibilities include:

  • Work with the Chief of Party to provide management, leadership, oversight, and overall coordination of technical activities.
  • Oversee and review all technical writing products and deliverables
  • Support the provision of technical guidance in relevant project areas
  • Identify challenges, obstacles, and difficulties affecting project implementation, develop strategies to solve these problems, and work with the chief of party and USAID as needed to implement these strategies.
  • Lead project work planning and reporting and contribute to agreement deliverables
  • Supervise and mentor technical team and, ensuring staff are effectively and efficiently managing project activities and operations.

Required Qualifications:

  • Bachelor’s degree in international development, public health, workforce development, supply chain or a related field is required. Advanced degree preferred.
  • Minimum of eight years of relevant work experience in area of health systems related technical expertise on donor-funded programs, managing complex activities that involve coordination with multiple project stakeholders.
  • Previous experience working in Indonesia, Southeast Asia and/or countries implementing health systems strengthening is required. An understanding of successful approaches to building the resilience of the Indonesian health system and optimizing resources to sustain quality services and equitable health outcomes is strongly preferred.
  • Proven ability to build and maintain a strong technical team where all team members able to track project implementation, including stakeholders and partners priorities
  • Strong interpersonal, representation and oral and written communication skills.
  • Demonstrated leadership, versatility, and integrity.
  • Effective English oral and written communication skills are required.
