CARE seeks a Technical Director for the USAID-funded Gaza Health Recovery Activity (GHRA) in Gaza, Palestine. This Activity aims to restore health services in private healthcare facilities in Gaza. It will focus on supporting non-governmental primary and secondary health organizations to provide high-quality health services, including trauma care, mental health, and disability services.

The Technical Director will provide strategic leadership, technical guidance, and managerial oversight for the GHRA program. This role is pivotal in ensuring the effective implementation of program activities, maintaining high standards of health service delivery, and fostering collaboration with key stakeholders. The Technical Director will be responsible for developing and executing work plans, monitoring, and evaluating program outcomes, and ensuring compliance with USAID regulations. The ideal candidate will have experience in managing large-scale health programs in challenging environments, with a strong focus on mental health, and disability care.

This activity is expected to be a five-year program in the $50 million range.

This is a Key Personnel position, subject to USAID approval. It is also subject to project awards and funding. This position will be based in Gaza.

Responsibilities:

  • Lead the development and implementation of technical strategies, ensuring alignment with USAID’s objectives for the GHRA program.
  • Provide strategic direction and oversight for the GHRA program, ensuring alignment with USAID regulations and CARE policies.
  • Lead the development and execution of annual work plans and budgets, coordinating closely with key stakeholders.
  • Oversee the technical aspects of the program, ensuring the quality of health services provided, the integration of best practices, and establishment of clear referral pathways.
  • Guide the development and implementation of clinical protocols and standards for health care, particularly with trauma, mental health and disabilities.
  • Develop and implement a robust monitoring and evaluation system, utilizing data to inform program improvements and adjustments.
  • Design and oversee capacity-building initiatives for local health care providers, facilitating training sessions to enhance skills.
  • Foster strong relationships with USAID, local government entities, NGOs (nongovernmental organizations), and other stakeholders, representing the program in various forums.
  • Collaborate with other USAID-funded projects and initiatives in the region to ensure constructive collaboration and maximize impact.
  • Oversee the financial management of the program, monitoring expenditures and ensuring efficient use of resources.
  • Prepare and submit regular program reports to USAID and other stakeholders, ensuring accurate and timely reporting of activities and outcomes.
  • Ensure compliance with CARE’s standard operating procedures and adherence to USAID policies, regulations, and national laws regarding technical interventions.

Qualifications:

  • Master’s degree or equivalent in public health, health administration, or related field.
  • 8-10 years of relevant senior experience in leading and managing technical aspects of large-scale ($50+ million) international development projects focused on health care services, rehabilitation, and disability care.
  • Demonstrated experience with USAID-funded programs and knowledge of USAID regulations.
  • Proven technical expertise in health service delivery, particularly in rehabilitation, and disability care.
  • Experience managing USAID cooperative agreements and/or contracts.
  • Experience in conflict or post-conflict settings is highly desirable.
  • Ability to work effectively with diverse stakeholders, including local communities, government officials, and international donors.
  • Demonstrated skills building and maintaining relationships with project stakeholders, local partners, and local organizations.
  • Demonstrated ability to adapt to changing contexts and work under pressure in challenging environments.
  • Experience recruiting, developing, and managing staff and teams.
  • Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
  • Fluency in English required (spoken and written) (proficiency in Arabic is required).
  • Strong oral and written communication skills; excellent demonstrated inter-cultural, interpersonal, and negotiation skills.
  • Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse).
  • Demonstrated commitment to principles of Diversity, Equity, Belonging and Inclusion (DEBI).
  • Ability to travel within Palestine as required and as security conditions allow.
