Your team

Within the Directorate Maastricht Upper Area Control Centre, the “Facilities” service is responsible for the provision of soft and hard facility management and physical security services.

Your role

Your role will be to:

  • Act as a Point of Contact (POC), and as a backup POC, for assigned ATC critical supporting systems and installations (e.g., UPS, diesel generators, chillers, etc.) by:
    o participating in the set-up of the preventive maintenance plan and ensuring execution and follow-up of
    interventions and remedial actions in case of defects
    o conducting regular inspections, reporting anomalies, and providing input for the replacement maintenance plan
    o ensuring efficiency by monitoring and adapting the settings of these installations as required and the safe running
    of the technical installations including quality and legal compliance (e.g., NEN1010, NEN3140)
    o initiating, executing, and ensuring follow-up for the second-line maintenance of systems and installations, and
    supervising the interventions of external contractors/service providers
    o assisting in drafting technical and emergency procedures
    o following up on actions in the maintenance management system and keeping technical documentation up-to-date
    o ensuring relevant information on the status and handover of systems and installations to the assigned backup and
    ensuring the provision of training when required.
  • Ensure continuity of the service on-site, including a 24/7h standby first-line maintenance service on ATC critical supporting electrical and HVAC installations and infrastructure, including BHV (primary intervention team) emergencies.
  • Take on responsibility for interventions as per the Health and Safety Policy (i.e., issue work permits)
  • Provide input, when required, on technical improvements and replacements/modifications, and participate in projects within the area of expertise.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Post-secondary education in a relevant area (e.g., Electricity (ELEC), Heating, Ventilation, Air Conditioning (HVAC), Engineering, etc.). A relevant Bachelor’s degree would be an asset.
  • A minimum of 5 years’ relevant working experience in, at least, one of the relevant technical domains: HVAC, ELEC and/or Building Management Systems (BMS).

  • The following certificates would be considered an advantage when applying and/or will need to be obtained by the end of the probation period:
    o Certification BHV (Primary Intervention Team)
    o Certification NEN1010*
    o Certification NEN3140*
    o Certification VCAVOL*
    o Certification Fire Detection and Public Address System
    *Certifications required for the Netherlands and Belgium
  • This job is subject to the following internal certificates:
    o Air Traffic Safety Electronics Personnel (ATSEP) Competence
  • Experience with Electrical, Electro-mechanical, and HVAC systems, including maintenance and emergency procedures.
  • Knowledge of PLC (Programmable Logic Controller).
  • Knowledge of Document Management (e.g., Sharepoint).
  • Knowledge of Security systems (e.g., Access Control, CCTV).
  • Knowledge of Maintenance Management systems (e.g., Ultimo).
  • Technical writing skills (English).
  • Physical aptitude to work in shifts.
  • Awareness of the social impact of shift work and adaptability to shift work.
  • Commitment to undertake 24/7 shift work.

Useful information

  • Applications will be accepted from nationals of EUROCONTROL Member States only.
  • The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
