JOB CONTEXT:
Humanity & Inclusion (HI) has been operational in Ethiopia since 1986, initially providing rehabilitation services for refugees in the Somali region. In 1997, HI expanded its activities by launching an Explosive Ordnance Risk Education project to support the repatriation of Somali refugees in Ethiopia. Over the years, HI has diversified its operations to enhance the quality of life for vulnerable persons and people with disabilities and to respond to emergency situations.

HI has been engaged in several areas, including Inclusive Education, HIV/AIDS prevention, Livelihoods, Disaster Risk Reduction, Child Protection, Disability Mainstreaming, Gender-Based Violence, Empowerment of Disabled Persons Organizations (DPOs), Food Security, Humanitarian Assistance for people with disabilities and children with disabilities in refugee camps and among Internally Displaced Persons (IDPs) through physical rehabilitation and WASH interventions. Recently, HI has also included Mental Health and Psychosocial Support (MHPSS) and Protection-related activities, as well as inclusive governance and Humanitarian Mine Action (HMA) activities after being granted accreditation by the Ethiopian Mine Action Office in June 2024.

YOUR MISSION:
The Technical Field Manager (TFM) holds a critical role in providing expert operational leadership and technical guidance and support to all national staff involved in Humanitarian Mine Action (HMA) activities. The TFM’s primary responsibility is to offer daily support, field mentoring, and strategic advice to teams engaged in High Threat Search and Clearance (EOD/BAC), Technical Survey (TS), Improvised Explosive Device (IED) clearance, Non-Technical Survey (NTS), and the Land Release Process across the designated operational areas. HI seeks a candidate who demonstrates a proactive, determined, and dedicated approach to their work.

In addition to the primary responsibilities, the TFM is tasked with developing the capacity and technical expertise of all assigned national HMA staff. This includes identifying training needs, organizing and delivering training sessions, and ensuring continuous professional development.

The TFM also serves as the deputy for the Chief of Operations (CoO) when delegated, ensuring seamless continuity of operations in the CoO’s absence.

Reporting directly to the Chief of Operations and the Program Manager (PM), the TFM will manage and oversee the Team Leaders of the Clearance and EORE/NTS teams under their supervision, ensuring effective and efficient execution of HMA activities.

Responsibility 1: Contribute to HMA Operations Planning and Implementation:

  • Plan and prepare activities, tools, and resources in conjunction with the support services and the technical unit;
  • Manage the day-to-day operations of assigned mine action activities, including land release (EORE, NTS, TS, mine clearance, BAC, and EOD);
  • Ensure activities are implemented and resources allocated as authorized by the CoO and PM;
  • Regularly report on activities and contribute to internal and external reporting as requested;
  • Identify and suggest adjustments to project areas and update operational SOPs to maintain accreditation;
  • Deputize the Chief of Operations when required.

Responsibility 2: Monitor, Evaluate, and Learn from HMA Operations:

  • Monitor HMA operations, focusing on activity progress indicators and expected outcomes;
  • Participate in evaluations and ensure project evaluation recommendations are followed;
  • Conduct internal QA/QC of HMA activities and report findings to the CoO;
  • Develop capacity-building plans for national operational staff, conduct training in survey (NTS/TS), clearance, and impact assessment, and extend training to third parties when requested.

Responsibility 3: Ensure accurate and punctual operations information/data reporting:

  • Ensure appropriate data collection and management tools are in place and used correctly;
  • Provide operational reports, including progress, weekly/monthly, NTS, HA, completion, and suspension reports to HI’s reporting system.

Responsibility 4: Contribute to external representation and communication:

  • Enhance HI’s external influence by participating in networks when required;
  • Communicate about the HMA Program to partners, authorities, and stakeholders as needed;
  • Liaise with national and local authorities for operational, logistic, and administrative purposes.

Responsibility 5: Emergency Preparedness and Response:

  • Contribute to the programme’s emergency preparedness initiatives, and in an emergency situation, adapt his/her working arrangements in order to contribute to an effective humanitarian response from HI.

YOUR PROFILE:

  • IMAS EOD 3 certification from an accredited training institution;
  • Experience in management;
  • More than 5 years working experience in the field of HMA;
  • Master the implementation of the land release policy;
  • Demonstrate ethical values and a constructively critical mindset.

  • 12 months International contract starting from 1st October 2024;

  • Salary from 4 500€ gross/month upon experience;
  • Perdiem: 698,44€ net/month – paid in the field;
  • Paid leaves: 25 days per year;
  • R&R: according to the level of the mission Level 1: 1 day per month + possible transport/package support;
  • Position:
  • Unaccompanied:
    • Payment for travel costs (air ticket & visa) and transport of your personal effects;
    • A child allowance of 100€ per month, per child paid in the field;
  • Housing: Collective taken in charge by HI;
  • If you are resident in the country: local package.
