Under the supervision of the WHO Representative and Director, Pacific Technical Support (WRSP/DPS), the incumbent will perform the following tasks: 1) Leads DPS communications and strategic advocacy activities in line with WHO’s vision and strategy for DPS, including support to CLOs and WRs offices in the Pacific. As part of this area of work the incumbent will finalize the DPS communication team concept note, the DPS communication plan and will implement it across the Pacific. The incumbent may act as spokesperson for WHO in the Pacific, as requested by WRSP/DPS;2) Support the WRSP/DPS in the day-to-day management of WR/SP office;3) Support the WRSP/DPS in the review and analysis of documents, strategies and business needs related to the health and well-being of the Pacific island countries and areas including through working closely with the DPS Team Coordinators, PMO and PAO to manage and monitor progress of the programme budget, promote cross team work and collaboration and leverage the technical capacity of the technical teams. This includes support to DPS technical units in developing donor proposals, preparing and monitoring donor reports, and external relations;4) Support the WRSP/DPS in managing WHO’s relationship with Pacific islands countries and areas counterparts, including bilateral and multilateral donors, nongovernmental organizations, civil society, the private sector and other UN agencies to achieve global UN agenda such as the SDGs and effective implementation of the United Nations Pacific Strategy (UNPS) while insuring consistency with WHO programmes, e.g. WHO-Pacific Island Countries and Areas Cooperation Strategy (PICCS) in order to strengthen and improve aid harmonization;5) Create synergies and support the Pacific WRs and CLOs in the areas of implementing Pacific specific strategies, managing resource mobilization and developing proposals in DPS;6) Coordinates WHO inputs into the monitoring of evidence-based policy/strategic documents, e.g. PICCS and UNPS in the Pacific, in coordination with Technical Officers, WRs and CLOs within DPS, WPRO and external partners consistent with the Organization’s programmes, goals, strategies and policies;7) Identifies sources of information and synthesizes best practices and lessons learnt for supporting strategic and administrative decisions to ensure facilitation of knowledge building and management within DPS;8) Undertakes other related duties as assigned, including serving as focal point for PICs with no WHO presence, especially French speaking areas.

- An advanced university degree (Master’s level or above) in Public Health, Communications, International Relations, Management and Planning, or related field.

- A minimum of seven years work experience, at national and international level, in providing public health and/or communication advisory services.
Skills:
- Sound understanding of effective management practices, programme planning, monitoring and evaluation including skills in proposal development and donor reporting;2. Negotiation and representational skills which allow coming to a common understanding of complex and often controversial issues; and3. Excellent ability to communicate and work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.
