The SCALA Programme aspires to contribute to the medium to long-term goal of supporting transformative climate actions in the land-use and agriculture sectors that reduce GHG emissions and/or enhance removals, as well as strengthen climate risk reduction, resilience, and adaptive capacity in participant countries (12 countries incl. Mongolia https://www.adaptation-undp.org/projects/scala-mongolia ). In terms of the programme-specific objective for SCALA Mongolia, the programme aims to support translation of Mongolia’s Nationally Determined Contribution (NDC) and National Adaptation Plan in the Agricultural Sector or NAP-Ag into actionable and transformative climate actions in land-use and agriculture with multi-stakeholder engagement, with a particular focus on Mongolia’s livestock husbandry and agriculture sectors. At the inception phase of the SCALA in Mongolia two key assessments a) baseline survey and b) climate action review matrix (CAR) has conducted to identify the key activities under the programme. 

The specific purposes of these two assessments were a) to translate the NDC and/or NAP into actionable and transformative climate solutions in land-use and agriculture with multi-stakeholder engagement, b) identify a priority NDC and/or NAP climate action (or priority area) in the land-use and agriculture sector that has the potential to contribute to transformative systems change in line with the SCALA programme objective c) assess the transformative potential of the priority climate action based on a set of criteria spanning seven key dimensions of transformation: climate rationale; systems-thinking; private sector engagement; gender equality and social inclusion; sustainable development; a whole-of-government approach; technological and financial innovation and d) review the score of the transformative potential of each climate action assessed. As the outcome to conduct these two assessments, the activities and sub-activities have been defined to the workplan of the SCALA. 

The Technical Officer will manage the project day-to-day activities and ensure the timely delivery of the project overall outputs. He/she will maintain regular communication with the stakeholders and the project consultants to successfully implement project key activities, and enhance multi-sectoral dialogues and actions on climate change adaptations and  mitigations commitments to land use and agriculture sectors. 

Technical Officer will be based at the project implementation unit and will report to the National Project Coordinator.

Duties and Responsibilities:
  • Work on the project related day-to-day in-country activities according to the annual workplan, progress of annual work plan for SCALA incoordination with FAO and MOFALI, NDCPartnership.
  • Initiate capacity building activities planned for the SCALA by developing a communication material contents.
  • Draft quarterly reports and other reportings in required format under donors and UNDP
  • Closely follow up the project overall progress and ensure timely completion of tasks through regular communication with the project consultants and stakeholders under three components
  • Liase with the government counterparts, including Ministry of agriculture, Ministry of Environment and Tourism, and etc, civil society, academia, and other stakeholders to implement project objectives and enhance climate actions in the country.
  • Liase with regional team and FAO to provide updates of project progress and exchange information.
  • Facilitate periodical country-level technical meetings including project board meeting with key stakeholders, including relevant ministries, FAO, civil society, academia, and other stakeholders.
  • Prepare TORs for various technical experts and research institutions according the AWP.
  • Create and manage documentation, including create and maintain electronic folders on project documents, correspondence, reports, and provide technical translations when necessary.
  • Provide operational and other support functions related to the project whenever needed or requested by the Project National Coordinator.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience:
Education:
  • Advanced university degree (Master`s degree or equivalent) in business administration, economics, environmental management, climate change or closely related fields is required, or
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master´s degree).
Experience:
  • Up to 2 years (with Master´s degree) or minimum 2 years (with Bachelor´s degree) of progressively responsible experience at the national level on issues related to communication, project management or environment policy, especially policy dialogue and coordination and working in projects funded by international donors.
  • Excellent organizational skills
  • Strong analytical, writing and communication skills.
  • Ability to prepare publications, reports and presentations.
  • Must be able to present technical findings to stakeholders and professional audience through appropriate presentation styles.
  • Ability to manage and work with a multidisciplinary team.
  • Comprehensiveness knowledge of facilitation, and stakeholder engagement on climate change and health
  • Demonstrates commitment to UNDP’s mission, vision and values.
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
  • Zero tolerance for any harassment, i.e. any offensive behavior, words and actions, including sexual and psychological harassment, bullying, etc.
