The mission of the Group on Data, Strategy and Innovation (DSI) is to support countries to attain UHC for better and equitable health outcomes. The development of a sound vision of Member States’ health futures that reconcile societal, environmental and economic development with the country’s health and development ambitions is a critical precondition for a health system transformation approach that puts countries on a sustainable development trajectory towards a health system that is future proof. Such development needs to be rooted in the generation of relevant data, their sound analysis, the maximization of innovation, and a central positioning of UHC as a shared platform for health service delivery.
The objective of the Data, Strategy and Innovation Group is to be a driver, facilitator and technical lead of processes that enable a strategic dialogue for health system transformation in Member States building based on close collaboration across the divisions in the Regional Office and with country offices, and in consultation with headquarters.
Duties: 
Under guidance of the Director and direct supervision of the Coordinator, Universal Health Coverage, the Technical officer acts as the focal point for organizing cross-division activities in the Regional Office and collaboration with country offices, Member States and partners that will advocate for, and advance UHC as a shared responsibility across disciplines and sectors. To achieve this objective, the incumbent is assigned the following main duties:
  • Develop the technical documents and policy advocacy material underscoring the cross-cutting role of UHC in the health agenda to transform health systems, as well as in the broader sustainable development goals (SDGs);
  • Facilitate well-coordinated planning and delivery of the annual meeting of the UHC Technical Advisory Group (TAG) for the Western Pacific and the TAG Alliance meeting;
  • Follow through on the key recommendations of the UHC TAG and TAG alliance meetings and collaborate with potential partners within and outside WHO to advance UHC agenda;
  • Liaise with country offices and with partners whenever necessary, to identify priorities of Member States and deliver tailored support in their journey to transform health systems and implement UHC roadmaps;
  • Facilitate the planning and delivery of support to Member States such as capacity building that underpins systems approach with UHC as the foundation;
  • Support the development and implementation of joint knowledge sharing initiatives, evidence generation and communication for informing strategic actions and investments for UHC
  • Expand collaboration and Partnerships for UHC advocacy and joint initiatives working with the units within the DSI group, other Regional Office divisions, relevant country offices and potential partners; and
  • Perform any other duties as assigned by the supervisor.
Required Qualifications:
Education:
Essential:
  • Bachelor’s degree in medicine, public health, social science, international relations. . 
Experience:
Essential:
  • At least five years of relevant work experience, with proven international exposure, in public health or relevant field .
Skills:
  • Proven and sound knowledge in UHC and health system strengthening.
  • Excellent problem-solving skills and ability to synthesize knowledge for informed decisions and planning.
  • Strong ability to provide technical support to Member States based on country-specific priorities.
  • Good knowledge of the dynamics of the international public health work.
  • Good management, leadership and interpersonal skills using tact, patience and courtesy.
Language Skills:
Essential:
  • Expert knowledge of English.
