Specific duties to be carried out by the incumbent are as follows:Administration:1. Manages support staff in delivering a full range of administrative services in support of emergency work including budget and finance, human resources, procurement, travel, ticketing and transportation, training, building management, security of office premises and staff safety, telecommunications, information technology including GSM operations, and asset management for WHO Sub Office in Cox’s Bazar.2. Liaises with WHO Country Office, WHE, SEARO and HQ and informs the Sub Office management on the status of resources, procurements, deployments, and deadlines to ensure optimal utilization of allocated financial resources for the emergency work in Cox’s Bazar.3. Liaises with WHO Country Office and other diplomatic missions to ensure timely approval of visas, work permits, communication licenses, vehicle imports, and resource mobilization.4. Coordinates with the United Nations Department of Safety and Security (UNDSS) and WHO Country Office Security focal point for Security to ensure MOSS and MORSS compliance and timely reporting of security related incidents; disseminate security and travel advisory and arrange security briefings and training of staff.5. Ensure full support for travel, leaves including R&Rs, medivac cases, benefits for staff and personnel, and involve in reviews on problematic cases in support of the Incident Manager.6. Assist in asset, inventory (mainly done by logisticians), fleet management, building management, other functions of the Sub Office in Cox’s Bazar:7. As required, supervise Information Technology support services provided either by local Information technology technicians/officers. Oversee the monitoring and assessment of end user support, management of the local office infrastructure.8. Liaise and coordinate with other relevant partners on cross cutting issues for joint solutions and take follow up action with the approval of the HoSO/Incident Manager.Budget and Finance:9. Assist in developing/strengthening financial standard operational procedure (SOPs) for smooth functioning of the Sub-Office to deal with the emergency.10. Support planning processes and formulate general and specific budgetary estimates for theemergency preparedness, response, and recovery activities; ensure the management of funding allocations and awards; track and report on financing against budget; support, monitor and report on financial implementation in compliance with WHO rules, emergency SOPs and delegations of authority.11. Review and assist in the disbursement transactions as per the established and approved workplan and budget and monitor all claims/vouchers/transactions to ensure compliance with the WHO rules and safeguard the Office from risks from financial and reputational risks.12. Support in carrying out regular financial analysis and update the Incident Manager on balances and expenditures for improving efficiency and saving.13. Ensure timely submission of financial reports and disbursement requests to WCO/Regional Office, as required, and maintain proper record of expenditures and transactions for reviews.14. Ensure performance of ailing accounting, financial analysis and forecast funding for both staff/personnel salaries and activities.15. Ensure liquidation of obligations by paying attention to encumbrances, overdue DFCs and APWs, etc.16. Oversee and consolidate the replies to audit reports and comments, review and follow- up on any outstanding audit recommendations related to the different areas of management administration.17. Perform any other tasks assigned by the supervisor.18. an end of assignment report at the end of assignment (Mandatory)

Required Qualifications:

Education

Essential:

  • University degree in Business orPublic Administration or Commerce with specialization in Finance, Accounting orFinancial Management.

Experience

Essential:

  • At least 5years of experience, at national and/or international level in administration, includingsupervision of staff, accounting and financing or other work related to theduties to be performed.

Skills:

  • Thorough knowledge of administrative and management principles and practices (including, but not limited to the areas of Human Resources, Finance, Budget, Procurement and Security).-Demonstrated knowledge of the rapid response operations and their implementation in emergencies as related to public health, complemented by demonstrated ability to identify and manage difficult situations, to lead and direct multidisciplinary and multinational staff. -Excellent skills in the assessment, monitoring, analysis, and evaluation of emergency situations, with the ability to conceptualize and implement innovative strategies and advocate their implementation. -Authoritative and comprehensive knowledge of the theory, principles, methods, and techniques in international emergency incident management system.-Strong strategic thinking, with the ability to quickly comprehend strategic and tactical objectives and to formulate comprehensive plans to address challenges/risks.

Language Skills:

Essential:

  • Expert knowledge of English.
