The purpose of this position is to support country monitoring, research and analysis in the area of health systems and policies in the European Region through a mix of research activities, drafting and editing and to contribute to dissemination so as to enable evidence informed decision making. The post-holder will also contribute to the wider work of the Observatory.
Duties:
- The post-holder works under the supervision of senior staff (based in Brussels), with the Observatory team and with academics, national experts and practitioners and;
- carries out literature reviews and web search, collects data and conducts qualitative interviews;
- collates data for and helps deliver studies, evidence briefings, and country monitoring (as part of one of the three Observatory series);
- drafts/writes and edits papers/chapters with author teams;
- contributes to initial analysis;
- edits technical content of drafts;
- draws together summaries and abstracts of completed work;
- supports day to day organization and project management of agreed studies and profiles including by: monitoring links with authors/contributors, supporting review procedures, monitoring budgets and supporting reporting;
- contributes to wider analysis and policy briefs in support of the Observatory’s work plan.
The job also entails contributing to the dissemination of Observatory evidence:
- drafting presentations, speaker notes and information packs;
- supporting rapid evidence responses;
- contributing to launch plans and to the organization and delivery of workshops;
- preparing summaries;
- drafting and editing articles for journals; and
- developing web content.
The post holder
- participates in and contributes to the Observatory’s expert networks;
- collaborates with colleagues in WHO EURO;
- contributes to good communication across hubs;
- participates in workshop and seminar activities; and
- performs all other duties assigned by senior management to contribute to the generation of evidence and support the wider work of the Observatory and its Brussels, London and Berlin teams.
Required Qualifications:
Education
Essential:
- University degree (Bachelor’s level) in health, social or political sciences or law, health policy or other related subject
Experience:
Essential:
- At least one year of relevant work experience in European health system or health policy analysis and/or health systems research, or analysis of organization/law/politics in a health systems related context.
Skills:
- Demonstrated capacity to work independently.
- Demonstrated skills in literature review, collect and systematize data and apply comparative and other research methods.
- Demonstrated knowledge of Europe’s health policy environment, and of European health policies or politics or legislation and of EU Member States or Commonwealth of Independent States.
- Demonstrated skills in technical editing and in writing up research for publication.
- Excellent interpersonal skills to effectively communicate with colleagues and contacts with national academics and practitioners.
- Emotional intelligence; Ability to identify and manage one’s own emotions, as well as helping others to do the same; ability to work in a complex and high-paced environment.
Language Skills:
Essential:
- Expert knowledge of English.
