The National Technical Officer (Procurement and Supply Management-PSM) works under overall guidance of WHO Representative to Myanmar, and direct supervision of the Medical Officer: TB, and in close collaboration with the National TB Programme (NTP).
Major Duties and Responsibilities:
  • To assist NTP in forecasting for the first, second-line and TB Preventive Treatment drugs, ancillary drugs and laboratory reagents and supplies.
  • To assist NTP in obtaining correct specifications.
  • To assist NTP in completing application forms for GDF and other funding mechanisms.
  • To follow up on delivery schedules and liaise with relevant authorities for port clearance and in-country distribution.
  • To facilitate in unpacking and checking procedures for all drugs and supplies received in NTP and timely report to the suppliers/procurement units if any discrepancies.
  • To advise on proper storage conditions at different types of health facilities.
  • To undertake field visits for assessing storage conditions and identifying needs to improve supply management in the central, sub central store houses (including NTRL store) and Regional/State TB stores and store facilities of partners.
  • To monitor quarterly drug balance reports from Regional/State TB stores and partners.
  • To monitor stock balance and appropriate use of drug indent forms, issue vouchers, stock ledgers, bin cards, etc.
  • To monitor proper disposal of expired, obsolete or redundant drugs and reagents.
  • To review and revise the SOP for drug and supply management as necessary.
  • To perform any other duties as assigned by the supervisor
  • To submit quarterly assignment reports.
Work Relations and Partnerships:
  • NTO: PSM works closely with the National TB Program and TB partners. NTO PSM will be guided by the WHO Myanmar TB technical teams.  The work requires close coordination with Regional TB Officer and Regional TB teams. Similar close work and coordination is required with the managers of the Upper and Lower Myanmar TB and Laboratory stores. Support will be provided to the UNOPS, Save the Children International, Access to Health and USAID procurement and supply management teams, or any other NGO partners when requested for any of the procurement process starting from estimation of drugs to their use or disposal.
Impact of functions:
Availability of medical and laboratory items to needy areas in timely manner improving access to TB diagnosis and care. As a result TB transmission, mortality and catastrophic cost due to TB is reduced.
Qualifications:
Educational :

Essential:
  • University degree in medicine or medical science
Experience:
Essential:
  • Well Experience in Procurement & Supply Management especially on medical equipment, drugs etc.
  • Minimum two years working experience on communicable diseases surveillance
language skill:
  • Moderate knowledge of English and excellent knowledge of Myanmar Language.
