OBJECTIVES OF THE PROGRAMME

The mandate of the WHO Liaison Office to the AU and ECA is to build constructive partnerships with the AU organs and the UNECA to advance the continental public health agenda. This includes influencing the AU and ECA debates and actions on health, technical collaboration across health and health-related issues and monitoring developments at the continental level relevant to WHO. In addition, the WLO work on strengthening partnership with UN Agencies represented in the AU.

DESCRIPTION OF DUTIES

Under the guidance and supervision of the Director WLO AU_UNECA, WLO/Ethiopia, the incumbent’s tasks and responsibilities are as follows: Provide technical support in the implementation of activities defined in the joint work plans between WHO, the African Union Commission (AUC) and the United Nations Economic Commission for Africa (UNECA);Contribute to the dissemination of WHO guidelines, norms and standards; Maintain smooth communication and facilitate information sharing ;Closely monitor AU and ECA health related events and provide timely feedback; Prepare and disseminate activity reports as required; Develop concept notes for initiatives which may be undertaken jointly with AUC and/or UNECA; Follow-up implementation of joint work plans and of the work of the UN Liaison team; regularly reporting status to WLO head.

REQUIRED QUALIFICATIONS

Education

  • Essential: Advanced university degree in public health, business administration, Management, communications, international relations or a related field;
  • Desirable: Master’s in Public Health.

Experience

  • Essential: Minimum of (7) years’ experience executing public health initiatives and developing proposals for such work; Experience in WHO or other UN organizations would be an asset;
  • Desirable: Good knowledge of the structure and functions of the AUC, ECA and RECs. Understanding WHO’s mandate and goals as related to the African setting. Knowledge of WHO administrative and financial rules, procedures and practices would be an advantage

Skills

  • Excellent analytical and writing skills;Ability to work in a multi-disciplinary and multi-cultural environment.

Use of Language Skills

  • Essential: Expert knowledge of English. Intermediate knowledge of French.
  • Desirable: Intermediate knowledge of Arabic. Intermediate knowledge of Portuguese.
