Introduction
Productivity Ecosystems for Decent Work is an ILO Development Cooperation programme that addresses constraints to productivity growth and decent work creation across policy-, industry-, and enterprise-levels in developing and emerging economies. Launched in 2022 as a pilot programme in Ghana, South Africa and Viet Nam, funded by the Governments of Switzerland and Norway, and jointly implemented by ILO’s Enterprises and Employment Departments, it identifies root causes of low productivity and strengthens the virtuous cycles between productivity growth and better working conditions. At the policy-level the programme develops the capacity of ILO constituents and key line ministries to formulate and implement national employment policies and productivity frameworks and promotes social dialogue to ensure the fair sharing of productivity gains between employers and workers. At the sector-level and enterprise-levels, it addresses constraints to productivity growth and decent work creation in Ghana’s garment and shea-processing sectors.
Reporting lines
The position is located in the ILO Project Office in Ghana and reports to the Programme Manager for Productivity Ecosystems Ghana. The incumbent will work in the Productivity Ecosystems for Decent Work Ghana programme and also contribute to the implementation of the global Productivity Ecosystems for Decent Work Programme. The position works in close collaboration with the ENTERPRISES and EMPLOYMENT Departments and other relevant colleagues in the Decent Work Technical Support Team in Dakar.
Description of Duties
- Contribute to the conceptualization and design of the Productivity Ecosystems for Decent Work annual work plans and their implementation.
- Participate, in collaboration with the national project officers, in the implementation of PE4DW annual work plans for both policy and enterprise development areas, through the drafting TOR, overseeing of external collaborators, organization of logistics and other actions as required.
- Support the provision of technical guidance to project partners including the Ministry of Labour, Ghana Statistics Office, Ministry of Trade, Ghana Trade Union Congress, Ghana Employers Association, and others.
- Assist in developing briefs on knowledge and best practices generated by the Productivity Ecosystems for Decent Work projects as well as by latest socioeconomic research on the linkages between productivity and working conditions
- Assist in knowledge dissemination on project activities and publications from Ghana, South Africa and Viet Nam. This may also include assisting in delivering capacity-building on topics related to SME productivity and working conditions, workplace cooperation and will include close coordination with the ILO Employment Department, ILO Field offices and the ILO International Training Centre Turin.
- Contribute to the project’s global reporting and monitoring and evaluation system by drafting sections for the annual progress reports and stakeholder meetings, including the Global Strategic Advisory Committee and donor meetings.
- Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
- Assist in the preparation of reports and knowledge products as part of the projects’ knowledge generation strategy.
- Contributing to maintaining the relationship and growing project network of external partners in Ghana, such as donors, UN Agencies and social partners through reporting, regular meetings, and attendance to events.
- Undertake of field missions on behalf of the project.
- Perform other tasks that may be assigned by the supervisor.
Required qualifications
Education
- First level university degree (Bachelor’s or equivalent) in business administration, economics, political science or other relevant discipline, or its equivalent.
- An advanced university degree (Master’s or equivalent) in business administration, economics, political science or other relevant discipline would be an advantage.
Experience
- At least three years of relevant professional experience in technical areas linked to productivity, economic development and/or SMEs.
- Experience in development cooperation activities would be an advantage. Work experience on SME productivity/competitiveness and/or market systems development would be a plus.
Languages
- Fluent in written and spoken English. Good knowledge of French and/or Spanish would be an advantage.
