Description Of Duties:
During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme.Manage the day-to-day operations of the EOC, ensure that all of the EOC’s functionality, systems, hardware, software and staff support tools are well maintained and operational throughout the full cycle of the incident.Support the development and implementation of operational procedures and structures for managing response to health emergencies, this involves liaising with the incident management team, WCOs, other regions, headquarters and Member States EOC structures as needed.Ensure information-sharing and provide technical support to the information management, telecommunications, geospatial information systems and security management.Receive all WHO staff and responders upon arrival to the incident site, provide the required briefing and guidance, ensure full integration within their respective teams and facilitate their mission.Participate in the operational support responses to health emergencies. Act as a surge capacity when required.During the recovery phase, take appropriate actions for the demobilization of the Operations Centre, this includes: Return of borrowed equipment to appropriate locations. Replacement of broken or lost items. Restock of supplies and equipment.Perform any other related incident-specific duties, as required by the functional supervisor.
Required Qualifications:
Education:
- Essential: A first university degree in management, public or business administration,health, information management,computer sciences or related field from an accredited/recognized institute.
- Desirable: Professional training in emergency management, events management and/or public health. Post- graduate degree or studies in one of the above fields.
- Essential: At least five years’ relevant experience, combined at the national and international levels in supporting emergency operations involving applying public health emergency planning and management systems.
- Desirable: Experience in developing countries. Prior humanitarian working experience at field level, with WHO, other UN agency, health cluster partners or with an international nongovernmental organization.
- Demonstrated knowledge and experience in operational support responses to outbreaks and health emergencies and events management. Sound analytical, planning and organizational skills.
- Ability to work under pressure,obtain results while and adhering to tight deadlines. Tact, diplomacy and courtesy when working in multicultural and multidisciplinary environment.
