The mission of WHO’s Health Emergencies Programme (WHE) is to build the capacity of Member States in the South-East Asia Region, to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.
The Emergency Operations Unit of WHE is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on incident management), effective and inclusive coordination mechanisms, joint assessments and planning of the response with partners, implementation of operations and services according to agreed standards, and strong logistics and operational support. The expansion and strengthening of operational partnerships is a key priority. EMO also leads on humanitarian policy and guidance, guidance and in this context develops new standards and shapes the global policy of the response to health emergencies. Finally, EMO engages in representation to key interagency bodies.
Duties:
  • Under the direct supervision of PAM/EMO and overall guidance of Lead Regional Emergencies and Regional Emergency Director SEARO, the incumbent will:
  • Lead the development, regional adaptation and scaling up of the Global Health Emergency Corps (GHEC) framework within the Region as a collaboration platform between the operational partners and networks engaged in surge capacity development and leadership coordination.
  • Develop, monitor and coordinate the implementation of a regional Health Emergency Workforce related activities in the biennial workplan.
  • Lead the engagement with countries in the conceptualization of a health emergency leaders’ network, convening/ planning meetings/ interactions to discuss public health issues related to health emergency workforce across countries.
  • Coordinate scaling up and enhanced coherence between WHO global and regional partnership initiatives (GOARN, EMT, GHC, EOC-NET and others) within the Region with a focus on ensuring coordinated support to country-based surge capacity strengthening efforts and activation and coordination of protocols.
  • Organize regional network and partnership calls and face-to-face meetings to foster collaboration and cooperation with the networks.
  • Interact regularly with partners, national counterparts and WHO teams at global, regional and country level to identify and address key challenges, priorities and way forward.
  • Coordinate national and regional capacity strengthening efforts with a focus on surge capacity and leadership coordination strengthening, including simulation exercises, relevant trainings and mentorship.
  • As required, take on the partner coordination role in Incident Management Support Teams (IMST) during response operations at global, regional or country level.
  • Facilitate the efficient flow of partner contributions in support of country response operations with particular attention to project cycle management including conducting assessments, planning, human resources, logistics, resource mobilization, monitoring, information-sharing and reporting.
  • Plan and facilitate operational research related to health emergency workforce and its functions.
  • Perform other related duties as assigned, including replacing and backstopping for other staff as required.
Required Qualifications:
Education:
Essential:
  • University degree in medicine or health related sciences with post graduate degree in public health or health related discipline.
Experience:
Essential:
  • At least seven years’ experience in health emergencies and working with health partners and global/ regional technical networks including five years of international experienc
Skills:
  • Strong understanding of the global, regional and country health emergency preparedness and response architecture, especially emergency coordination processes, structures and networks, and surge mechanisms. Strong planning, organizing and communication skills and being able to work in an multi-cultural environment.
Other Skills (e.g. IT):
  • Computer literacy complemented by excellent presentation techniques and skills
Language Skills:
Essential:
  • Expert knowledge of English.
