Technical Officer for Refugees

The position will be funded under the development cooperation project “Promoting Decent Work for Syrians under Temporary Protection and Turkish Citizens”. The project is funded by the KfW Development Bank and links to CPO TUR 159 (Policies and programmes implemented by constituents aimed at protecting migrant workers’ rights and promoting decent employment for the Syrian refugees and migrant workers -Outcome 9).
The project aims to facilitate the early entry of Syrian refugees and Turkish citizens from host communities into the labour market and to help them develop, strengthen and upgrade their skills and competences as required. The overall objective of the proposed project is to enhance formal employment for Syrian  under temporary protection (SuTP) and Turkish citizens and to create formal sector jobs. This objective will be achieved through three outputs as explained below:
  • SuTPs are qualified to participate in the formal labour market.
  • Turkish public employment services are strengthened to support SuTP and disadvantaged Turkish citizens to access the formal labour market.
  • Transition to formality is facilitated for SuTP and Turkish citizens.
The project builds on ILO interventions on the Syrian refugee crisis in Türkiye since 2014, promoting comprehensive short- and medium-term employment-rich measures implemented under the ILO’s integrated Programme of Support (PoS) for refugees in Türkiye and the UN Regional Refugee and Resilience Plan (3RP).
In this sense, the Technical Officer will not only provide inputs to the specific project mentioned above, but will also provide contribution to the achievement of the objectives of ILO’ POS for refugees in Türkiye and the projects implemented under it.
Duties:
  • Support the effective and timely coordination and planning, implementation, reporting, monitoring and evaluation of project activities, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines.
  • Provide technical guidance for all project activities to ensure the relevant international labour standards related to refugees access and international labour migration including the ILO’s Guiding Principles on the access of refugees and other forcibly displaced persons to the labour market (2016), the UN Global Compact on Refugees of 2018, the Global Compact for Migration, etc. are fully mainstreamed in project activities, outputs and milestones.
  • Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
  • Contribute to preparation of reports or sections of reports, studies, guidelines, terms of reference for various technical tasks concerning labour market access of Syrian Refugees and improving their skills and employability.
  • Provide technical inputs (articles, reports) for regional, country or related sectoral analyses, UN documents (in particular under the UN Regional Refugee and Resilience Plan -3RP), ILO reports and publications.
  • Liaise closely with the CTA and national officers under the ILO’s PoS to ensure close coordination and cooperation with all refugee projects implemented under PoS for Türkiye with a view to creating synergies and avoiding duplications.
  • Establish and maintain close contact with the ILO’s relevant technical units and technical specialists with a view to ensure effective consultation, collaboration and cooperation to benefit from the ILO’s substantial expertise on employment, enterpreneurship, and international labour standarts in international labour migration and refugee context.
  • Participate in the relevant UN and development partners’ working groups, task forces and platforms on refugee and migration issues to promote ILO’s values, increase the project’s visibility and facilitate the scaling-up of the project’s interventions.
  • Conduct presentations at donors meetings, international, regional and national events to present the results and good practices under the ILO PoS.
  • Undertake missions to guide, support and monitor the project activities in the provinces, and provide technical assistance to relevant stakeholders at the local level.
  • Perform other relevant duties as assigned by the CTA and the Director of ILO Office for Türkiye.
Required qualifications:
Education:
  • Advanced university degree in social sciences, business or in the relevant technical field.
  • A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.
Experience:
  • At least five years’ of relevant professional experience including three years at the international level.
  • Experience and knowledge on ILO’s policies, guidance, programmes and normative framework on crisis migration and access of refugees into labour markets.
  • Experience in working with  refugee communities in the global context would be an asset.
Languages:
  • Excellent command of English.
  • Knowledge of Turkish and/or Arabic would be an asset.
