OBJECTIVES OF THE PROGRAMME

The mission of Gender Equity and Human Rights integration (GER) in WHO is to advance the “leave no one behind” agenda in the Organization, including its work with Member States, on the path to promote, provide and protect health and well-being for all people, everywhere in line with the WHO Fourteenth General Programme of Work (GPW 14). The Gender, Equity and Human Rights (GER) team in the Africa Region reports to the Director of Programme Management. The work is implemented through leadership, normative development and technical support across the three levels of WHO, in coordination with WHO programmes and Country Offices in support of our Member States.

DESCRIPTION OF DUTIES

Under the direct supervision of the Medical Officer, Gender, Equity and Human Rights, and overall oversight from the Director Programme Management, the incumbent will perform the following duties: Provide technical guidance for intersectional gender analysis using a range of primary and secondary data collection methods, based on the context and scale of the project, initiative, or strategy the analysis aims to support.Synthesize GER analysis findings into practical recommendations that can be integrated into program design and implementation. Support advocacy and policy dialogues with key stakeholders and beneficiaries including women, men and diverse groups to prioritize gender responsive interventions critical for improving coverage of health interventions and outcomes.Identify, assess, and nurture relationships with partners relevant to promotion of gender equality in a given technical/programmatic area.Contribute to the development, evaluation and refinement of capacity building tools and support training for organization staff, consultants, and in-country teams and partners on issues related to gender, equity and human rights.Articulate the rationale for gender intentional/transformative investment for a given technical/programmatic area and why it is integral to the organization’s mission.Support gender integration in programme work plans and institutional operational frameworks to advance gender equality.Implement tailored and gender responsive communications and community engagement strategies to facilitate understanding and addressing of gender related barriers to health.Participate in gender equality working groups and communities of practice within or external to the organization, including the SAGE Community of Practice.Support implementation of Regional GER research agenda.Identify, document and disseminate innovative and or promising programmatic solutions to the achievement of sectoral outcomes to advance gender equality outcomes.Track and monitor progress in the integration and implementation of gender responsive actions and support performance assessment and reporting, including measurement of GER integration in the organizational Output Scorecard.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree, or equivalent in gender studies, public health, social sciences, development studies, medical demography or equivalent discipline or related field.
Desirable: Specialized training in gender, equity and human rights and or social inclusion.

Experience

Essential: At least 5 years’ experience applying a gender lens in the design, implementation, and analysis of international development programs and/or organizations.
Desirable: •Experience co-developing and co-implementing public health projects and interventions related to disadvantaged or vulnerable groups and targeting other identity-based inequalities and discrimination in a developing country would be an advantage.•Experience applying qualitative research techniques in multi-method quantitative and qualitative approaches, including in conjunction with epidemiological statistics to identify gender related barriers to effective coverage.

Skills

Knowledge of foundational concepts related to gender equality, including the interplay between gender inequality, health equity and other forms of identity-based discrimination. •Familiarity with theories of change and evidence-based and/or promising practices to address gender inequality while advancing outcomes in one or more sectors (health, agriculture, economic strengthening, Water, Sanitation, and Hygiene, etc.).•Demonstrated ability to design and implement development interventions to reduce gender-based disparities in access to and benefit from services and resources in one or more sectors.•Experience conducting intersectional gender, equity and human rights analysis, including collection and synthesis of qualitative and quantitative primary and secondary data.•Demonstrated ability to translate findings from a GER analysis into practical recommendations for uptake by program staff who are not gender specialists.•Experience developing GER sensitive monitoring, evaluation, and learning systems, including design of gender equality objectives, outcomes and indicators, inclusive community feedback mechanisms, and gender-sensitive approaches to learning, reflection, and adaptation.•Strong interpersonal skills, including a track record of influencing individuals and teams to adopt GER-responsive and integrated approaches.•Excellent written and verbal communication skills.•Experience developing training materials, explaining complex technical and social concepts in accessible language for lay audiences to the advancement of gender equality and facilitating training workshops on gender, equity and human rights.•Experience developing terms of reference and managing consultants.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2971 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
