OBJECTIVE OF THE OFFICE/DEPARTMENT
This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)
The Communicable Disease Prevention, Control, and Elimination Department (CDE) promotes, coordinates, and implements technical cooperation activities directed toward the surveillance, prevention, control, elimination and/or reduction of communicable diseases, zoonosis, and related conditions that are technically sound and appropriate for the political and sociocultural context in which they are implemented. It strives to achieve a sustainable impact on health by providing normative guidance, furthering the implementation of evidence-based interventions, fostering alliances that strengthen country capacity, improving the effectiveness of inter-country collaboration, and facilitating policy and decision-making processes.
DESCRIPTION OF DUTIES
Under the direct supervision of the Advisor, Communicable Disease Prevention, Control and Elimination and the general supervision of the PAHO/WHO Representative, the incumbent will be responsible for, but not necessarily limited to, the following assigned duties:
a)Provide technical support and collaborate in the planning, development, implementation and monitoring of plans, programs and projects related to HIV/AIDS, Viral Hepatitis (VH) and Sexually Transmitted Infections (STI) with the Unified Health System (SUS), in conjunction with strategic actors, observing the approaches of the social determinants of health, human rights, equity, gender and ethnicity;
b)Support technical cooperation in the implementation and strengthening of policies, plans, programs and projects related to HIV/AIDS, VH and STI, serving as focal point of the Cooperation Agreement between PAHO/WHO and Ministry of Health, State and Municipal Health Secretariats;
c)Support the preparation of PAHO/WHO documents on HIV/AIDS, VH and STI;
d)Support national authorities from different sectors in the implementation, evaluation and expansion of capacity related to health surveillance, including strengthening institutional capacity in HIV/AIDS, VH and STI, especially considering vulnerable areas and population groups;
e)Support the preparation, implementation and monitoring of research and projects in partnership with research institutions in HIV/AIDS, VH and STI, in line with PAHO’s strategic plan and national institutions;
f)Participate in national and international technical working groups and meetings on HIV/AIDS, VH and STI, as well as promote the participation of the competent departments of the Ministry of Health in the corresponding regional events;
g)Collaborate in the preparation of the Representation’s Biennial Work Plan (BWP) and in the execution of technical co-operation, including the analysis of political, technical and socioeconomic realities related to HIV/AIDS, VH and STI;
h)Collaborate and provide support to national technical teams related regarding requests for technical cooperation, preparation and submission of documentation to PAHO, in accordance with operational procedures;
i)Support the development and updating of documents and progress reports related to the implementation of the project at the national level, including data collection and monitoring of baseline indicators, assessing risks at each stage of its implementation;
j)Support the Unit Coordinator in the implementation and evaluation of the overall performance of the Projects/Programs/Terms of Cooperation under his responsibility, and participate in the inter-programmatic work to achieve the maximum levels of efficiency and effectiveness;
k)Support technical organization and participate in relevant workshops, consultations and expert meetings and training of national stakeholders, including, but not limited to, document development or editing, research and planning (guidelines, technologies, national policies, and technical guidance);
l)Mobilize financial and non-financial resources, by assisting national authorities in preparing proposals and project plans and by facilitating cooperation;
m)Provide continuous support to HIV/STI/HV/TB team of PAHO WDC and contribute to discussions for the preparation, implementation, and monitoring of regional and/or subregional strategies as needed;
n)Participate in technical discussions on a regular basis with WHO HQ (Geneva) and PAHO WDC for the preparation, implementation, and monitoring of international strategies; support articulation with MOH Brazil and support its participation in international initiatives as needed;
o)Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: A university degree in a health science with specialization in public health, HIV/AIDS, VH, STI or any field related to the functions of the post, from a recognized institution.

Experience:
Essential: Five years of national experience working in public health focused on and experience in project management and programs in the areas HIV/AIDS, VH and STI. Working experience in multilateral organizations oriented to health cooperation in the field of HIV/AIDS, VH, STI.

Languages:
Very good knowledge of Portuguese with working knowledge of English and Spanish.
IT Skills:
Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP), management information systems and knowledge of software programs for qualitative, statistical, and econometric analyses would be an asset. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.
