Technical Officer III: Environment and Climate Change

FHI 360 seeks a part-time (20 hours a week) Technical Officer III, Environment and Climate Change to support growth of FHI 360’s work in the environment and climate change (ECC) sector. The position will be part of the Economic Participation and Environment (EPE) portfolio team. Work responsibilities will fall into three main areas: 1) business development; 2) project-level environmental compliance and organizational sustainability programming; and 3) technical support to projects in ECC and economic resilience.

The TO III, ECC will provide support in all phases of business development in environment and climate change sectors, technical assistance to projects on environmental compliance and climate risk management planning activities as well as project technical support and monitoring. The TO III, ECC will contribute to thought leadership initiatives in EPE-related climate and economic resilience areas, including, but not limited to: green livelihoods, regenerative tourism, and climate resilient communities, among others. The TO III, ECC will also support both project and organizational sustainability on an as needed basis. The TO III, ECC will work, as assigned, with country-level project staff, private and public sector partners, technical experts across the organization and FHI 360 enterprise services to achieve objectives. This role will require a heavy emphasis on business development during the first 18-24 months.

Responsibilities

Business Development

  • Support business development activities in Economic Participation and Environment (EPE) technical areas, with a focus on environment, climate change and climate and economic resilience.
  • Collect data for inclusion in proposal; support developing proposal strategies; coordinate proposals, budgets and workplans; lead developing proposal strategies and strategies to grow EPE’s portfolio.
  • Develop and/or review EPE technical content for FHI proposals such as strategies, approaches, work plans, targets and indicators.
  • Lead business development activities in EPE technical areas throughout the business cycle (before, during and after funding opportunities are released)
  • Cultivate partnerships with strategic development, private sector and funding organizations.

Technical Assistance

  • Provide technical assistance to projects with the development of Environmental Review Checklists (ERCs), Environmental Mitigation Management Plan (EMMP), Environment Mitigation and Monitoring Reports (EMMRs) and Climate Risk Management Plans (CRMPs).
  • Review and provide comments, as needed, on project work plans, strategies and tools and, when appropriate, ensures project implementation adheres to donor requirements and remain technically sound. Helps ensure technical excellence, innovation, and impact of the projects.
  • Coordinate and collaborates with other FHI 360 business units, regional offices, departments and teams working on economic participation as well as environment and climate change activities.
  • Perform other duties as assigned.

Thought Leadership

  • Contribute to EPE learning agenda efforts.
  • Support EPE priority setting to reflect technical excellence, potential for impact, and our unique value add.
  • Support development of new areas, approaches or concepts to be applied to EPE programming.
  • Support technical thought leadership initiatives.
  • Represent FHI 360 at industry events or working groups in EPE related areas as assigned.
  • Maintain and raise the visibility and profile of EPE internally to FHI 360 and externally with key donors, funders and strategic partners.

Experience

  • Demonstrated successful experience in business development (5+ Years).
  • At least five years of experience working in the environmental review and compliance field, including demonstrated capacity in developing environmental compliance documentation, including, but not limited to, Environmental Mitigation Management Plans (EMMPs), Environment Mitigation and Monitoring Reports (EMMRs) and Climate Risk Management Plans (CRMPs) for USAID.
  • Command of USAID Environmental Compliance Procedures.
  • Experience in greenhouse gas (GHG) auditing and carbon reduction planning (preferred).
  • Project experience climate change, climate finance, green enterprise development, natural resource management, biodiversity conservation, ecosystem services, or renewable energy.
  • Sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
  • Must be able to read, write, and speak fluent English.

Education

  • 6 years of experience with a master’s degree or 9 years of experience with a bachelor’s degree in a related technical field such as environmental sciences, environmental management, natural resource management or climate change.

Technology to be Used:

  • Personal Computer, Microsoft Office (i.e., Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand-held devices.

Travel Requirements:

  • Up to 20%

The expected US Based hiring salary range for this role is listed below. Candidates FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

 

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

 

US Based Hiring Salary Range: $83,000 – $110,000

International hiring ranges will differ based on location.
