OBJECTIVE OF THE OFFICE/DEPARTMENT
This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)
IMT is responsible for promoting, coordinating, and implementing the Organization’s technical cooperation in access to and rational use of quality medicines and other health technologies. IMT works across all categories of medicines and health technologies, including medicines, vaccines, diagnostics, medical equipment, blood products, and organs for transplantation. IMT supports countries in addressing barriers to access, addressing challenges across the medical product full life cycle, strengthening regulatory capacity and supporting evidence-based decision making and rational use through health technology assessment. IMT consolidates action in the development of pharmaceutical and other health technology related services and leads efforts in innovation through the regional platform to advance the manufacturing of vaccines and other health technologies, increasing regional capacity in the research and development of priority health products, and supporting the generation of ecosystems to enable development, production and access to medicines and other health technologies. IMT is comprised of the following units and Special Program: Access to Medicines and Health Technologies (IMT/AH), Quality and Regulation of Medicines and Health Technologies (IMT/QR) and Special Program, Innovation and the Regional Production Platform (IMT/RP).
DESCRIPTION OF DUTIES
Under the general supervision of the Director, Innovation, Access to Medicines and Health Technologies (IMT) and the direct supervision of the Chief, Special Program, Innovation and the Regional Production Platform (IMT/RP), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:
1.Provide technical support for the implementation of the Resolution CD59.R3 “Increasing production capacity for essential medicines and health technologies”;
2.Provide technical guidance to Member States for the formulation and implementation of policies for medicines and other health technologies; provide support and guidance for the design and implementation of innovation and production policies;
3.Develop, coordinate and implement multisectoral dialogues, webinars and other technical cooperation activities to promote the development of regional and national ecosystems and policies conducive to innovation and production of medicines and other health technologies; design and write agendas, concept notes, presentations and reports; identify strategic actors and perform other relevant tasks related to the organization of meetings, as assigned;
4.Provide technical support for the design, organization and coordination of activities of strategic advisory groups and/or technical working groups within the framework of the Special Program, including but not limited to designing and writing agendas, concept notes, presentations and reports; identify strategic actors, and perform other relevant tasks related to the organization of meetings;
5.Collaborate and support the design, development and monitoring of studies, situation analyses, reviews, guidelines, recommendations, and other technical documents on innovation and production policies and programs produced by IMT/RP;
6.Identify collaborating centers or other partners, to support capacity building on medicines and health technologies, innovation and production in the Region;
7.Provide technical support for the planning, implementing, and overseeing of projects related to the development and production of essential medicines and other health technologies, and efficient allocation of resources, including budget, time, and personnel;
8.Support the coordination of inter-programmatic planning and monitoring to incorporate cross-cutting themes (CCTs) (gender, cultural diversity and human rights; environmental protection) into the Special Program activities;
9.Support the execution of IMT/RP’s work program through project monitoring & management technical support tasks, including, but not limited to: draft technical cooperation projects; design of implementation plans and budgets; conduct risks analysis, monitoring of goals and propose changes in the interventions; drafting progress and evaluation reports; and participate and support the organization and/or coordination of meetings, workshops, and other technical or project monitoring & management events;
10.Draft terms of reference and specifications for key inputs including personnel, contracts, training and procurement, in coordination with relevant entities, as necessary;
11.Participate in meetings with internal and/or external stakeholders, including national and regional meetings with PAHO Member States, in order to provide technical recommendations related to the strengthening of regional capacities and policies for the development and production of medicines and other health technologies to improve equitable access;
12.Provide technical advice for the analysis of projects, work proposals, and identification of cooperation opportunities for the development of strategic alliances with other partners;
13.Participate in the implementation and development of the technical activities of the IMT/RP program as defined in the Biennial Work Plan (BWP);
14.Liaise with technical counterparts in WHO, WHO’s Regional Offices, and PAHO/WHO’s Subregional and Country Offices to share experiences and coordinate activities regarding the strengthening of regional development and production capacities and policies of medicines and other health technologies;
15.Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: A university degree in medicine, pharmaceutical sciences, economics, bioengineering, chemical engineering, or any other discipline related to the functions of the post from an accredited institution.
Desirable: A master’s degree or postgraduate studies in health technology policies (among others; research, development, innovation, manufacturing, regulation, health technology assessment, financing and/or management), health economics, public health, or a related field from a recognized university would be an asset.

Experience:
Essential: Seven years of combined national and international experience in health technology policies and programs (among others; research, development, innovation, manufacturing, regulatory affairs, health technology assessment, financing and/or management).
Desirable: Experience working with a governmental entity, UN agency, R&D or manufacturing industry or NGO on projects related to the field would be an asset.

Languages:
Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.
REMUNERATION
Annual Salary: (Net of taxes)
USD $64,121.00 post adjustment
Post Adjustment:70.2% of the above figure(s).This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
